PUBLIC NOTICE REVISION
EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM

On June 2, 2023, the City and County of Honolulu (City) published a Public Notice in the Honolulu Star-Advertiser proposing to reprogram ESG funds to Fiscal Year 2021 projects that could utilize the funds immediately, in order to achieve ESG program goals more efficiently and expediently. The City is issuing a revision to the Public Notice to revise ESG funding proposed for IHS, The Institute for Human Services, Inc.

IHS, The Institute for Human Services, Inc. – Ka’amahu – Homelessness Prevention and Rapid Re-Housing

Project Description: Grant funds for a homelessness prevention and rapid re-housing program, which includes short-term or medium-term rental assistance, financial assistance, and housing relocation and stabilization services, excluding moving. ESG Funds will be utilized to provide homelessness prevention activities, eligible under 24 CFR § 576.103 and rapid re-housing activities, eligible under 24 CFR § 576.104. The City recognizes that City General funded Homelessness Prevention and Rapid Re-Housing projects must meet all requirements that apply to ESG Funds.

Project Description: Grant funds for essential services at an emergency shelter for men. ESG Funds will be utilized to provide essential services and operating costs, eligible under 24 CFR § 576.102.

IHS, The Institute for Human Services, Inc. – Hale Mauliola Emergency Shelter
Project Description: DCS will fund the operating and essential services costs of an emergency shelter for homeless individuals, families, victims of domestic violence, or youth, which includes equipment and supplies – necessary for the operations. This project is a noncash contribution and will be used to fulfill the ESG Matching requirement under 24 CFR § 576.201.
