NOTICE OF PUBLIC COMMENT
Pursuant to Title 24 of the Code of Federal Regulations Part 91, notice is given that a draft Annual Action Plan (AAP) for Program Year 2024 (PY2024), covering the period between July 1, 2024, and June 30, 2025, has been prepared by the State of Hawaii (the State); Department of Business, Economic Development and Tourism; Hawaii Housing Finance and Development Corporation (HHFDC). HHFDC is making copies of the draft AAP available for review and comment.
The AAP is an application for federal assistance and is used by jurisdictions as a planning tool to meet the housing and related needs of low- and moderate-income families in a way that improves the availability and affordability of decent, safe, and sanitary housing in suitable living environments. To receive funding under certain U.S. Department of Housing and Urban Development (HUD) programs, the State must have a housing strategy that has been approved by HUD. For PY2024, the State anticipates receiving approximately $3,000,000 in HOME Investment Partnerships funds, $3,000,000 in Housing Trust Funds, and $300,000 in Housing Opportunities for Persons With Aids funds. The draft AAP includes information on available resources and a description of the State’s method for disbursing funds to local governments and nonprofit organizations to carry out activities to address the priority of needs.
To review a copy of the draft AAP, interested parties may 1) download an electronic copy from HHFDC’s website at http://hawaii.gov/dbedt/hhfdc, 2) view a copy at public libraries (subject to their respective hours of operation), 3) email a request to view a paper copy to hhfdc.consolidatedplan@hawaii.gov, or 4) call one of the toll-free numbers listed below to receive viewing instructions:
