The STATE OF HAWAI’I PUBLIC UTILITIES COMMISSION ("Commission"), pursuant to Hawai’i Revised Statutes § 269-27.5, HEREBY GIVES NOTICE that it will hold a public hearing relating to the Application of HAWAIIAN ELECTRIC COMPANY, INC. (“HECO”), filed on July 31, 2023, requesting, among other things, a Commission determination that the proposed 46 kilovolt ("kV") sub-transmission lines shall be allowed to be constructed as proposed, both below and above the ground for the Waimomi Substation Project. To increase the opportunities for the public to offer testimony, the Commission will be offering both in-person live and virtual options as follows:

HECO is a public utility that provides electricity service to the island of Oahu, and the proposed dedicated Waimomi Substation Project and the associated 46 kV sub transmission lines will serve new loads resulting from the construction of Dry Dock 5 at Joint Base Pearl Harbor-Hickam. HECO’s Application requests Commission approval of the commitment of approximately $6.3 million in ratepayer funds for the construction and installation of its Waimomi Substation Project and for a Commission determination that the proposed 46 kV sub-transmission lines shall be allowed to be constructed as proposed, above and below the surface of the ground. The remainder of the Project costs, estimated at approximately $76.8 million, will be funded by the Department of Defense.
The public hearing that will be held on March 14, 2024, is intended to allow interested persons to state their views on the proposed 46 kV sub-transmission lines. The proposed Waimomi Substation Project includes extensions and recircuiting of 46 kV sub-transmission lines that will be placed through Joint Base Pearl Harbor-Hickam.
The foregoing is a brief summary of the requests included in HECO’s Application. In addition, copies of HECO’s Application are also available for review by contacting the Commission’s Honolulu Office [(808) 586-2020], or the Division of Consumer Advocacy [(808) 586-2800].
All interested persons are invited to attend the public hearing to state their views on HECO’s Application. Written comments may be submitted to the Commission online via the Commission’s website for public comments, or may be mailed to the Public Utilities Commission, 465 South King Street, Room No. 103, Honolulu, Hawai’i 96813, or e-mailed to puc.comments@hawaii.gov. All written statements should reference Docket No. 2023-0335 and include the author’s name and the entity or organization that the author represents, if any.
Any Motions to Intervene or Participate in this proceeding shall comply with subchapter 4, Rules of Practice and Procedure Before the Public Utilities Commission, Hawai’i Administrative Rules, Title 16, Chapter 601. A motion to intervene or participate in this proceeding shall be filed with the Commission’s Honolulu Office by March 25, 2024.
