COUNTY OF HAWAII DRAFT 2024 ACTION PLAN (AP) for 2020-2024 CONSOLIDATED PLAN (CP) FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), HOME INVESTMENT PARTNERSHIP (HOME) & NATIONAL HOUSING TRUST FUND (HTF) PROGRAMS, AND SUBSTANTIAL AMENDMENT TO THE 2022 ACTION PLAN AND CITIZEN PARTICIPATION PLAN
Pursuant to 24 CFR Part 91, the County of Hawaii’s Office of Housing and Community Development (OHCD) has developed its draft 2024 Action Plan (AP) for its 2020-2024 CP with the U.S. Department of Housing and Urban Development’s (HUD) CDBG Program and the State of Hawaii Housing and Finance Development Corporation’s (HHFDC) HOME and HTF programs.
The County is also proposing substantial amendments to its Citizen Participation Plan and 2022 Action Plan to expedite the use of CDBG funds for cancelled or reprogrammed projects.
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
The County of Hawaii anticipates that the County’s total 2024 CDBG allocation will be approximaely $2,600,000.00. In addition, the County also anticipates receiving $100,000.00 of program income from the Residential Emergency Repair for a total of $2,700,000.00 of CDBG monies. To meet the County’s five (5) year CP, Priorities and Objectives, the following projects will be included in the 2024 Action Plan.

The CDBG project amount for all projects may change to accommodate the actual amount of grant funds or program income received or if there are any cancelled project(s) or reprogramming of CDBG funds. In its efforts to expedite and timely implement its projects, the Public is advised that the County of Hawaii may utilize County funds for the Puna Volunteer Fire Station Brush Truck Acquisition project to incur pre-award cost in the amount no greater than $370,000.00. This is in accordance with the CDBG regulations 24 CFR 570.200(h)(1), Reimbursement for pre-award costs.

The State of Hawaii is required to submit its 2020-2024 CP and 2024 AP to HUD for the 2024 HOME program. The County of Hawaii anticipates it will receive approximately
$2,850,000.00 for the 2024 HOME program.
To prepare for the 2024 HOME program, the County requested project proposals and will submit the following project to the HHFDC for approval.

NATIONAL HOUSING TRUST FUND (HTF) PROGRAM
The State of Hawaii is required to submit its 2020-2024 CP and 2024 AP to HUD for the 2024 HTF program. The County of Hawaii anticipates it will receive approximately
$2,850,000.00 for the 2024 HTF program.
To prepare for the 2024 HTF program, the County requested project proposals and will submit the following project to the HHFDC for approval.

AMENDMENT TO CITIZEN PARTICIPATION PLAN
Pursuant to 24 CFR 91 Subpart B, the County is notifying its citizens of the opportunity to comment on its proposed amendments to its Citizen Participation Plan. This plan sets forth the County’s policies and procedures for citizen participation in the development of the CP, any substantial amendment to the CP and the annual performance report.
AMENDMENT TO 2022 ACTION PLAN FOR CDBG PROGRAM FUNDS
The OHCD will amend its 2022 Action Plan with HUD by reprogramming and transferring
$544,966.00 of 2022 CDBG funds to the Mental Health Kokua – Hilo Residential Complex Housing Renovations project for an amended total project amount of
$1,194,966.00 for necessary interior and exterior residential renovation improvements for persons with severely mental illness.
PUBLIC COMMENT PERIOD
All draft plans and the proposed amendment matrix will be available for public review and comment from February 6, 2024 to March 7, 2024 at the following locations, Monday through Friday, 7:45 a.m. to 4:30 p.m., except on holidays and on the County of Hawaii’s OHCD Website: www.hawaiicounty.gov/cdbg.

Persons, particularly those who are of low and moderate income, minorities, non-English speaking persons, and persons with disabilities, are encouraged to submit their comments regarding the activity or activities that are being proposed in their area.
The OHCD will consider any comments and views expressed by citizens on the draft 2024 AP and may modify the plan if it deems appropriate.
Citizens who wish to comment on the draft AP, amended Citizen Participation Plan, and/or the 2022 Amendment must submit their comments in writing by fax (808) 961-8685 to the OHCD by March 7, 2024, in order for the Finance Committee and Hawaii County Council to consider them in their approval of the final 2024 AP. The Finance Committee and Hawaii County Council will be meeting on April 2, 2024 and April 17, 2024 respectively.
As required by the Housing and Community Development Act of 1974, a Plan to Minimize Displacement and the County’s Final Annual Community Assessment Report for its program year 2022 with HUD will also be available for public review at the OHCD in Hilo and Kailua-Kona.
