EMERGENCY SOLUTIONS GRANTS PROGRAM

In accordance with the U.S. Department of Housing and Urban Development (HUD) requirements regarding the City and County of Honolulu (City) Consolidated Plan, the City published a Public Notice on February 17, 2023, in the Honolulu Star-Advertiser providing a list of proposed projects for the City’s Twenty-Ninth (29th) Year Action Plan for Fiscal Year 2024 (July 1, 2023 – June 30,2024). The City’s five (5) year Consolidated Plan identifies housing and community development needs and a long-range strategic plan to meet those needs. The annual Action Plan details the activities the City will undertake in the upcoming year to address the needs identified in the Consolidated Plan. The City is issuing a revision to reflect the changes made to the Emergency Solutions Grants (ESG) program administration and proposed projects after receiving additional ESG State funding. The proposed projects in the City’s Twenty-Ninth (29th) Year Action Plan are as follows:

Project Description: Grant funds for operating costs for a transitional shelter for individuals and families. ESG funds will be utilized to provide operating costs, eligible under 24 CFR 576.102.

Project Description: Grant funds for operating costs and essential services at the Sumner Street Emergency Shelter for Men and Ka’a’ahi Women’s and Family Emergency Shelter. ESG funds will be utilized to provide essential services and operating costs, eligible under 24 CFR 576.102 (Originally Emergency Shelter operations and essential services for homeless men).

Project Description: Grant funds for a homelessness prevention program, which includes short-term or medium-term rental assistance, financial assistance, and housing relocation and stabilization services, excluding moving costs. ESG funds will be utilized to provide homelessness prevention assistance, eligible under 24 CFR 576.103, 576.105, and 576.106.
