NOTICE OF PUBLIC HEARING

Pursuant to Section 92-41, Hawai’i Revised Statues, and Sections 12-10 and 12-27 of the Hawai’i County Code, notice is hereby given that the Hawai’i County Council will hold a public hearing on the establishment of a Water System Improvement District for Iki Place, Kohanaiki Homesteads, as proposed by Resolution No. 164-23.
Be it noted that this is a combined hearing as permitted under Section 12-28 of the Hawai’i County Code, and will address both: 1) proposed improvements; and 2) the preliminary assessment roll of the Water System Improvement District.
Resolution No. 164-23:
Proposes to establish a Water System Improvement District (the “Improvement District”), for Iki Place, Kohanaiki Homesteads, located in Kohanaiki, North Kona, Hawai’i. Proposed improvements would include:
1) The design, construction, and installation of a new water system conforming to current Department of Water Supply standards; and
2) The installation of fire hydrants for greater public safety and homeowner security, and providing residents with a reliable water supply and regular water pressure; and
3) Removal of all existing meters and laterals within the Improvement District, and the installation of meters for each currently existing assessment unit within the Improvement District. An “assessment unit”, for purposes of this Improvement District, is defined as property bearing a unique tax map key number.
Funds for the Improvement District would be derived from a combination of a USDA Rural Utilities Service grant, and assessments paid by the owners of each assessment unit.
The approximate cost per assessment unit would equal the net cost of the proposed project (approximately $275,000), divided by the number of assessment units within the Improvement District (18 units). It is proposed that assessments would be paid yearly or monthly over a minimum of five years.
