of a Draft Permit for the Management and
Storage of Mixed Waste for the
Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility

The Hawaii Department of Health (HDOH) is soliciting public comment on a DRAFT PERMIT for a hazardous waste storage facility for the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) located within the controlled Joint Base Pearl Harbor-Hickam, Hawaii. This permit would grant conditional approval in accordance with the Hawaii Revised Statutes (HRS) and promulgated in the Hawaii Administrative Rules (HAR). This facility will be able to store mixed wastes (waste that contains radioactive and hazardous constituents).
If this DRAFT PERMIT is made final, and there is no appeal, storage of the wastes at this facility may commence, subject to the conditions of the permit and other applicable legal requirements.
The ADMINISTRATIVE RECORD for the DRAFT PERMIT, which includes the APPLICATION, DRAFT PERMIT, STATEMENT OF BASIS, are available for public inspection. The ADMINISTRATIVE RECORD may be viewed Monday through Friday from 7:45 AM until 4:30 PM at the Hawaii Department of Health (address below). All comments upon or objections to the DRAFT PERMIT must be sent or delivered in writing to Paul Kalaiwaa at the HDOH address within 45 days of the date of this notice. An extension of the 45-day comment period may be granted if the request for an extension adequately explains why more time is required to prepare comments.
In the event HDOH receives written notice of opposition to the draft renewal permit and a request for a PUBLIC HEARING within the comment period referenced above, a hearing may be scheduled. Notice of the public hearing will be provided at least 30 days prior to the scheduled date of the hearing.
All comments will be addressed in a RESPONSIVENESS SUMMARY. A final decision to establish final permit conditions and whether or not to issue the final permit will be made after all comments have been considered. Notice of the final decision shall be sent to each person who has sent or delivered written comments or requested notice of the final decision. The decision will become effective 30 days from the date of issuance.
