EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM
On March 8, 2019 the City and County of Honolulu (City) published a Public Notice in the Honolulu Star-Advertiser proposing to reprogram ESG funds to Fiscal Year 2017 projects that could utilize the funds immediately, in order to achieve ESG program goals more efficiently and expediently. The City is issuing a revision to the Public Notice to revise the ESG FY 2017 funding proposed for IHS, The Institute for Human Services, Inc. and Partners In Care – Oahu’s Continuum of Care (PIC).

IHS, The Institute for Human Services, Inc. – Homelessness Prevention and Rapid Re–housing
Project Description: Grant funds for homelessness prevention and rapid re-housing program, which includes short-term or medium-term rental assistance, financial assistance, and housing relocation and stabilization services, excluding moving costs. ESG funds will be utilized to provide Homelessness Prevention and Rapid Re-Housing assistance, eligible under 24 CFR § 576.103 and 576.104.

Partners in Care, Oahu’s Continuum of Care – Homeless Management Information System (HMIS)
Project Description: Grant funds for the maintenance and management of HMIS. ESG Funds will be utilized for the HMIS component eligible under 24 CFR §576.107.

Then on January 1, 2023, the City and County of Honolulu (City) published a Public Notice in the Honolulu Star-Advertiser proposing to reprogram ESG funds to Fiscal Year 2021, 2022, and 2023 projects that could utilize the funds immediately, in order to achieve ESG program goals more efficiently and expediently. The City is issuing a revision to the Public Notices to revise the ESG FY 2022 funding proposed for IHS, The Institute for Human Services, Inc., and Family Promise of Hawaii.
