PUBLIC NOTICE
EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM
On January 1, 2023 and January 24, 2023, the City and County of Honolulu (City) published a Public Notice in the Honolulu Star-Advertiser proposing to reprogram ESG funds to Fiscal Year 2021, 2022, and 2023 projects that could utilize the funds immediately, in order to achieve ESG program goals more efficiently and expediently. The City is issuing a revision to the Public Notices to revise the ESG FY 2023 project locations for Hale Kipa, Inc. and Achieve Zero.
FISCAL YEAR 2023 – 28th Year Action Plan
CHANGE OF LOCATION
Hale Kipa, Inc. – Emergency Shelters (Originally Emergency Shelter and Family Assessment Center)
Project Description: Grant funds for essential services and shelter operations at their emergency shelters. This is a new project. City General Funds will be used for shelter operating and essential services costs, eligible under 24 CFR 576.102. The City recognizes that City general funded Emergency Shelter projects must meet all requirements that apply to ESG Funds.

Location: Citywide (Originally 91-2128 Old Fort Weaver Road, Ewa Beach, Hawai’i 96706)

Achieve Zero – Street Outreach for Central Oahu and North Shore
Project Description: Grant funds for a street outreach program to unsheltered individuals and families. This is a new project. City General Funds will be utilized to provide street outreach activities, eligible under 24 CFR § 576.101. The City recognizes that City general funded Street Outreach projects must meet all requirements that apply to ESG Funds.
