PUBLIC NOTICE REVISION
EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM

On January 1, 2023, the City and County of Honolulu published a Public Notice in the Honolulu Star-Advertiser proposing to reprogram ESG funds to Fiscal Year 2021 and 2022 projects that could utilize the funds immediately, in order to achieve ESG program goals more efficiently and expediently. The City is issuing a revision to the Public Notice to revise the ESG FY2021 and 2022 funding proposed for IHS, The Institute for Human Services, Inc., Catholic Charities of Hawaii, Honolulu Community Action Program, and Achieve Zero.

FISCAL YEAR 2021 – 26th Year Action Plan

IHS, The Institute for Human Services, Inc. – Ka’amahu – Homelessness Prevention and Rapid Re-Housing
Project Description: Grant funds for a homelessness prevention and rapid re-housing program, which includes short-term or medium-term rental assistance, financial assistance, and housing relocation and stabilization services, excluding moving. ESG Funds will be utilized to provide homelessness prevention activities, eligible under 24 CFR § 576.103 and rapid re-housing activities, eligible under 24 CFR § 576.104. The City recognizes that City general funded Homelessness Prevention and Rapid Re-Housing projects must meet all requirements that apply to ESG Funds.

Project Description: DCS will fund the operating and essential services costs of an emergency shelter for homeless individuals, families, victims of domestic violence, or youth, which includes equipment and supplies – necessary for the operations. This project is a noncash contribution and will be used to fulfill the ESG Matching requirement under 24 CFR § 576.201.
