CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT (CARES ACT)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

Through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) passed by the United States Congress on March 27, 2020, as Public Law 116-136, the City was awarded $4,872,982.00 in CDBG Funds. Subsequently, the City has also been awarded two additional CDBG CARES Act allotments of $3,089,159.00 and $6,445,350.00, respectively.

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed amendments to the City’s Twenty-Fifth (25th) Year Action Plan are provided for your information. The City desires to reprogram CARES Act funds to projects that can utilize the funds immediately in order to achieve CARES Act CDBG goals more efficiently and expediently. The proposed revisions to the CARES Act CDBG projects are provided for your information and use.

Counseling and Legal Assistance
Project Description: Provision of grant funds to provide new or quantifiably increased public services, such as providing services that will help affected parties with housing counseling and legal assistance ranging from crisis budgeting, identifying local resources, foreclosure and eviction prevention services, and addressing consumer issues (e.g., predatory lending).

Release Detainees
Project Description: DCS will operate the Team WorkHawaii program which includes the provision of grant funds for case management services and emergency payments on behalf of individual or families for up to six consecutive months for low- to moderate-income persons experiencing homelessness or at-risk of becoming homeless, specifically targeting the unemployed or early-released detainees, who were either released early because of COVID, or having difficulty finding employment because of COVID.

Project Description: Provision of grant or contract funds for a new service to provide or support access to food or meals for elderly persons, including quarantined elderly individuals and/or elderly individuals that need to maintain social distancing due to medical vulnerabilities as a result of the coronavirus.

Wraparound Services
Project Description: Provision of grant funds to rent underutilized structures such as hotel rooms to create shelter for people experiencing homelessness and for individuals and households unable to practice social distancing due to overcrowding or shared living spaces. In addition to rent, funds will also be used to pay for labor, supplies, and material as well as to operate and/or maintain the portion of a facility in which the public service is located.
