Draft Substantial Amendment to Annual Action Plan 2022


In accordance with 24 CFR 91.05(c)(2) and subpart B of the federal regulations relative to citizen participation for the Community Development Block Grant (CDBG) program and other Community Planning and Development Programs (CPD) under the U.S. Department of Housing and Urban Development (HUD), the Kaua’i County Housing Agency (KCHA) gives notice of the following changes to the 5-year Consolidated Plan 2020-2025, Annual Action Plan (AAP).

The proposed amendment constitutes a substantial amendment to AAP 2022. KCHA proposes to add revolving loan funds to a current CDBG PY22 project:

Organization: Kaua’i County Housing Agency
Federal Program: Community Development Block Grant Program
Reprogramming: $300,000.00 from revolving loan funds will be reprogrammed to Waimea Canyon Park ADA Improvements (PY22)

Amended Project: Waimea Canyon ADA Improvements
Organization: County of Kaua’i, Department of Parks and Recreation
Current CDBG PY22 Funding: $213,214.00
Add’l RLF Funding: $300,000.00
Total Amended Funding: $513,214.00
Description: In program year 2022, DOPR was awarded $213,214.00 in CDBG grant funds. In its application, DOPR requested just over $570,000.00. Due to limited annual funding, DOPR was awarded less than half of their request and the project’s scope of work was scaled back. Additional funds would restore the project closer to the intended scope of work initially proposed.

Written comments may be submitted via email to kbarros@kauai.gov or via U.S. mail to: Kaua’i County Housing Agency, 4444 Rice Street, Suite 330, Lihu’e, Hawai’i 96766, Attn: Kerri Barros. The 30-day comment period will commence on February 14, 2023. All comments received by March 15, 2023 will be considered in preparing the final substantial amendment to the AAP 2022.
