EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM

On January 1, 2023, the City and County of Honolulu (City) published a Public Notice in the Honolulu Star-Advertiser proposing to reprogram ESG funds to Fiscal Year 2021, 2022, and 2023 projects that could utilize the funds immediately, in order to achieve ESG program goals more efficiently and expediently. The City is issuing a revision to the Public Notice to revise the ESG FY 2023 funding proposed for Hale Kipa, Inc., Honolulu Community Action Program, Catholic Charities of Hawaii, and Partners In Care, Oahu’s Continuum of Care.

FISCAL YEAR 2023 – 28th Year Action Plan

AWARD REDUCTION OF $7,103.02
Hale Kipa, Inc. – Emergency Shelter and Family Assessment Center
Project Description: Grant funds for essential services and shelter operations at an emergency shelter for victims of domestic violence. This is a new project. City General Funds will be used for shelter operating and essential services costs, eligible under 24 CFR 576.102. The City recognizes that City general funded Emergency Shelter projects must meet all requirements that apply to ESG Funds.
