NOTICE OF PUBLIC HEARING

Pursuant to 24 CFR Part 903.17, the Hawaii Public Housing Authority (HPHA), Department of Human Services, hereby provides notice that it will hold public hearings on (1) the Amended Annual Public Housing Agency (PHA) Plan for Fiscal Year 2022-2023, (2) the Annual PHA Plan for Fiscal Year 2023-2024, and (3) the Moving to Work (MTW) Supplement for Fiscal Year 2023-2024.

Background: The Annual PHA Plan for Fiscal Year 2022-2023 was submitted to the U.S. Department of Housing and Urban Development (HUD) on April 8, 2022 and approved on May 4, 2022. A significant amendment or modification to the Annual PHA Plan is considered any (1) addition or elimination of a major strategy, policy, or program to address housing needs; or (2) modification of a strategy such that a substantial transfer of resources away from other strategies would be necessary. Any amendment or modification to the Annual PHA Plan is subject to the requirements of 24 CFR Parts 903.13, 903.21, and 905.23.

The HPHA is also currently developing its Annual PHA Plan for Fiscal Year 2023-2024 as required by the Quality Housing and Work Responsibility Act (QHWRA) of 1998. The QWHRA was enacted to revitalize, improve, and make significant changes to the federal public housing and Section 8 voucher programs. The Annual PHA Plan describes how federally-funded programs administered by the HPHA will be operated and managed during the upcoming fiscal year. The HPHA uses the Annual PHA Plan to inform its residents, HUD, and members of the public of the specific strategies it will employ to address the needs of families receiving assistance through the federal public housing and Section 8 voucher programs.

The HPHA will include an MTW Supplement for Fiscal Year 2023-2024 as an attachment to the Annual PHA Plan for Fiscal Year 2023-2024. An MTW Supplement provides information on all MTW-related policies, waivers, and activities a PHA has implemented or will implement in the future. Submittal of the MTW Supplement is a requirement for all expansion PHAs participating in the MTW Demonstration Program. Proposed Amendments: Under the Amended Annual PHA Plan for Fiscal Year 2022-2023, the HPHA intends to (1) assess the use of the Rental Assistance Demonstration Program, Choice Neighborhood Initiative Program, Section 18 Demolition and Disposition, and all other means of financing to develop or redevelop mixed-use, mixed income housing at multiple properties; (2) update the list of public housing properties with dwelling units available for occupancy by police officers; and (3) provide notice of the HPHA’s intent to execute a Housing Assistance Payment contract and extend the current ground lease for Palolo Homes with Mutual Housing Association.

Under the Annual PHA Plan for Fiscal Year 2023-2024, the HPHA intends to (1) amend the Hawaii Administrative Rules and its Admissions and Continued Occupancy Policy to avoid potential HUD Real Estate Assessment Center (REAC) findings, improve water conservation efforts, and address common area use by tenants and guests; and (2) establish a Public Housing Tenant Workforce Training Pilot Program.

Under the MTW Supplement for Fiscal Year 2023-2024, the HPHA is seeking approval for one new MTW activity: (1) Public Housing Tenant Workforce Training Pilot Program [Agency-Specific Waiver] which would create an on-the-job training program to enable public housing tenants to attain the minimum qualifications needed for future part-time and full-time employment.

Public Review: The (1) Draft Amended Annual PHA Plan for Fiscal Year 2022-2023, (2) Draft Annual PHA Plan for Fiscal Year 2023-2024, and (3) MTW Supplement for Fiscal Year 2023-2024 are available for public viewing at the HPHA’s School Street Campus and at its site management offices on weekdays between 7:45 a.m. to 4:30 p.m.

All interested persons are invited to provide oral or written comments on (1) the Amended Annual PHA Plan for Fiscal Year 2022-2023, (2) the Annual PHA Plan for Fiscal Year 2023-2024, and (3) the MTW Supplement for Fiscal Year 2023-2024. All comments received will be considered and incorporated appropriately into the planning document being testified on.
