EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed amendments to the City’s Twenty-Sixth (26th), Twenty-Seventh (27th), and Twenty-Eighth (28th) Year Action Plans are provided for your information. The City desires to reprogram Fiscal Year 2021, Fiscal Year 2022 and Fiscal Year 2023 funds to provide City matching funds for program administration immediately, in order to achieve ESG program goals more efficiently and expediently. The proposed revisions to the Fiscal Year 2021, Fiscal Year 2022 and Fiscal Year 2023 ESG projects are provided for your information and use.

Family Promise of Hawaii – Emergency Shelter and Homelessness Prevention
– Housing Placement for Homeless Families with Children
Project Description: Grant funds for essential services and shelter operations at an emergency shelter and a homelessness prevention program, which includes short-term or medium-term rental assistance, financial assistance, and housing relocation and stabilization services, excluding moving costs. ESG Funds and City General funds will be used for shelter operating and essential services costs, eligible under 24 CFR § 576.102. ESG Funds will also be used to provide homelessness prevention activities, eligible under 24 CFR § 576.103. The City recognizes that City General funded Emergency Shelter and Homelessness Prevention projects must meet all requirements that apply to ESG Funds.
