NOTICE OF DRAFT SOLID WASTE PERMIT
FOR THE WAIMANALO GULCH SANITARY LANDFILL, KAPOLEI, HAWAII

The Hawaii State Department of Health (DOH) is making available for review, the draft solid waste management permit renewal and modification to the City and County of Honolulu and Waste Management of Hawaii, Inc., for the operation of the Waimanalo Gulch Sanitary Landfill, Kapolei, Oahu, Hawaii. The draft permit will allow the landfill to redesign the interior of the cells at the rear (northernmost) portion with a separation liner for municipal solid waste (MSW) and ash disposal in the cells. The permit modification does not include a physical expansion to increase the horizontal extent or vertical height of the landfill. The permit’s expiration date will be five years from its issuance date.
The draft permit has been prepared under the provisions of Chapter 342H, Hawaii Revised Statutes (HRS), and Title 11, Chapter 58.1, Hawaii Administrative Rules (HAR). Federal solid waste regulations, 40 CFR 258, are generally incorporated into state regulations.
The Waimanalo Gulch Sanitary Landfill is located on the island of Oahu, at
92-460 Farrington Highway, Kapolei, Hawaii (TMK Nos. 9-2-050:005 and 006). The existing Waimanalo Gulch Sanitary Landfill includes an 80.6 acre MSW landfill and a 35.2 acre ash monofill. The total acreage of the site is approximately 200 acres, including appurtenant operational uses.
The facility accepts MSW from City and County collection routes, private collection companies, and residential and commercial self-haulers and incinerator ash from the Honolulu Program of Waste and Energy Recovery (H-POWER). MSW is defined as residential and commercial solid waste, non-hazardous industrial solid waste, and construction/demolition debris. The site will not accept regulated hazardous or polychlorinated biphenyl (PCB) wastes, non-household bulk or
non-containerized liquid waste, and other designated unacceptable wastes. However, the draft permit has provisions for design and construction of a solidification pit that accepts liquid wastes for solidification prior to landfill disposal.
Interested parties may review the draft permit, the permit application, and supporting documents online at

The DOH, Solid and Hazardous Waste Branch, 2827 Waimano Home Road #100, Pearl City, Hawaii, 96782 (phone: 808-586-4226) has a computer workstation to view the documents. Hardcopies will be made available at the City and County of Honolulu Department of Environmental Services, 1000 Uluohia Street, Room 308, Kapolei, Hawaii, 96707 (phone 808-768-3485). The Kapolei Public Library, 1020 Manawai Street, Kapolei, Hawaii, 96707 (phone: 808-693-7050) and the Waianae Public Library, 85-625 Farrington Highway, Waianae, Hawaii, 96792 (phone 808-697-7868), maintain computer stations with internet access available to the public.
All written comments should be submitted within the 30-day comment period to the DOH, Solid and Hazardous Waste Branch via email at
doh.solidwaste@doh.hawaii.gov or by mail to 2827 Waimano Home Road #100, Pearl City, Hawaii, 96782 (phone: 808-586-4226). The 30-day comment period will begin November 14, 2022, the publication date of this Notice of Draft Permit. The DOH will accept written comments until December 14, 2022. The DOH will respond to all comments received, with copies forwarded to the City and County of Honolulu, Department of Environmental Services, Refuse Division. The DOH may revise the draft permit conditions and/or hold a public hearing if comments raise significant issues.
