COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed reprogramming of Community Development Block Grant (CDBG) funds is provided for your information. The City desires to reprogram CDBG funds from prior and current year projects and available program income and appropriate the funds to a project that can utilize the funds immediately, in order to achieve CDBG program goals more efficiently and expediently. The proposed revisions to the following Fiscal Year projects are provided for your information and use.

REDUCTION OF $590,000: Department of Parks and Recreation – Beretania Community Park
Project Description: Reconstruction of the parking lot and ADA improvements.
Funding Source: Fiscal Year (FY) 2023 CDBG
Proposed Amount: $0 (originally $590,000)

REDUCTION OF $100,000: Department of Parks and Recreation – Fern Community Park
Project Description: Renovation of a recreational building and ADA improvements.
Funding Source: FY 2023 CDBG

NEW AWARD OF $6,882,454.08: DCS – Acquisition of 360 California Avenue
Project Description: Acquisition of a property, located in Wahiawa to be used as transitional housing or an emergency shelter with services for households experiencing homelessness. The City proposes to acquire the property in fee simple, then convey the property on a lease, operating license or memorandum of understanding basis to a nonprofit or government agency that will oversee the management and operation of the property.
