On or about December 6, 2022, the State of Hawaii will authorize the Hawaii Public Housing Authority (HPHA) to submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Capital Fund Program (CFP) HI08P001501-21 thru HI08P001501-25 grant under Title I of the United States Housing Act of 1937, as amended to undertake any of the following for the following projects.


City and County of Honolulu

Burn unit repair, security door upgrades and guard shack improvements

Concrete spall repair, exterior painting, and conversion of ADA units

Upgrades to Emergency Generators at Various Properties

Physical Needs Assessment and Energy Audit of federal properties statewide

Accessibility, fire suppression, building and site improvements

County of Hawaii

Interior and exterior modernization including reroofing, painting, site, and accessibility improvements

County of Maui

Existing gas line replacement and check meter upgrades

Types of repair and renovation improvements could consist of site and dwelling improvements that may include but not be limited to modernization of buildings (interior work such as installation of doors/windows, flooring, painting, cabinetry, plumbing fixtures and lighting); infrastructure repair and upgrades (sewer, water, drainage); utility repair and upgrades (mechanical, electrical, gas); telecommunication antenna and wifi improvements; abatement of hazardous materials (lead based paint, asbestos, contaminated soils); interior, exterior and common area accessibility improvements; concrete repairs, solar hot water installation with installation of tank-less instantaneous backup, site lighting, tree trimming, resurfacing or paving of parking lots and sidewalks, fence and wall replacements, roof replacement. For projects with elevators, improvements could consist of elevator upgrades.

Funds for HI08P001501-21 are available in the amount of $13,862,820. The funds for HI08P001501-22 thru HI08P001501-25 are being projected for the same amount pending final federal appropriation.

The activities proposed are categorically excluded under the HUD regulations 24 CFR Part 58 from the National Environmental Policy Act requirements. Environmental Review Records (ERR) that document the environmental determinations for these projects are on file and may be examined on the HPHA website: or by US mail. Any individual, group, or agency may submit written comments on the ERR to the HPHA. All comments received by November 9, 2022 (seven (7) calendar days) will be considered by the State of Hawaii prior to submission of a request for release of funds.


The State of Hawaii certifies to the HUD that the Honorable David Y. Ige, in his capacity as the Governor of the State of Hawaii, has consented to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities will be satisfied. The HUD’s acceptance of the certification satisfies its responsibilities under NEPA and allows the HPHA to use Program funds.


Mr. Jesse Wu, Director, Office of Public Housing, Honolulu Field Office at (808) 457-4668, will accept objections to its release of funds and the State of Hawaii’s certification for a period of 15 calendar days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is based upon one of the following: (a) the certification was not executed by the Certifying Officer of the State of Hawaii; (b) the State of Hawaii has omitted a step or failed to make a decision or finding required by the HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the HUD by email at Potential objectors should contact the HUD to verify the actual last day of the objection period.
