CHANGE IN MEETING LOCATION
Pursuant to Section 3-107(8) of the Revised Charter of the City and County of Honolulu, notice is hereby given that the October 5, 2022 Regular Meeting/Public Hearing of the Council has been relocated from the Council Chamber, Honolulu Hale to Conference Rooms A, B, and C at Kapolei Hale located at 1000 Uluohia Street, Kapolei.
1. Resolution 22-211 – Confirming the reappointment of Mr. Kaipo Kukahiko to serve on the Grants in Aid Advisory Commission of the City and County of Honolulu.
2. Resolution 22-229 – Relating to the appointment of Mr. Jeffrey Hong to serve on the Liquor Commission of the City and County of Honolulu.
3. Bill 32, CD1 – Relating to open data requirements. (Amending the Executive Branch open data requirements.)
4. Bill 44 – Relating to the O’ahu Historic Preservation Commission. (Amending the ordinance relating to the O’ahu Historic Preservation Commission.)
The item listed below has been published in anticipation of the action to be taken by the Committee on Zoning and Planning; and therefore, the City Council may or may not take action on the item or any amendments proposed thereto.
5. Bill 51 and any amendments proposed thereto by the Committee on Zoning and Planning – Relating to building permit applications. (Addressing the requirements of a building permit application.)
ORAL TESTIMONY
Oral testimony will be permitted on all items on the agenda, subject to the following restrictions:
Each speaker may not have anyone else read their statement and is limited to:
1. A three-minute presentation on Public Hearing and New Business items; and
2. A one minute presentation on all other items.
Remote Testimony
Persons may submit oral testimony remotely through the Zoom video conferencing platform. To participate, persons should visit
https://hnldoc.ehawaii.gov/hnldoc/testimony. Videoconference access information will be provided upon submission of testimony/registration. Zoom testifiers are strongly encouraged to register at least 24 hours before the start of the meeting.
Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.

Persons wishing to testify are requested to register between 9 a.m. and 10 a.m. by filling out the registration form in person in the meeting room. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.
Oral testimony, both remote and in-person, will be allowed.
Persons may choose to present their testimony either at the start of the agenda or when the item or items is/are taken up, but not both. Registered testifiers wishing to testify when an item is taken up should state their preference when their names are called during the testimony period at the start of the agenda.

15 copies are requested if written testimony is submitted on-site.
