NOTICE IS HEREBY GIVEN of a public hearing to be held by the Planning Commission of the City and County of Honolulu:

PLACE: Remote Meeting and Mission Memorial Auditorium, Mission Memorial Building, 550 South King Street, Honolulu, Hawaii
DATE: Wednesday, July 13, 2022
TIME: 1:30 p.m.

The meeting of the Honolulu Planning Commission will be conducted as follows:
Remotely by interactive conference technology and in-person meetings, with Planning Commissioners, Planning Department staff, parties to agenda items and resource individuals may appear via WebEx remote technology (details below)
A recording of the meeting will also be posted at a later date
If any major and insurmountable technical difficulties are encountered during the meeting, the Planning Commission will automatically recess for up to thirty (30) minutes to restore communication. The meeting will reconvene when either audiovisual or audio-only communication is established with the same WebEx link below. If it is not possible to reconvene the meeting as provided within thirty (30) minutes after an interruption to communication, the Planning Commission will continue all matters and reconvene at the next scheduled Planning Commission meeting

PUBLIC HEARING
Public hearing notice published in the Honolulu Star-Advertiser on Friday, July 1, 2022. The Commission will take action on each item after public hearing is closed.

1. AIEA-PEARL CITY NEIGHBORHOOD TRANSIT-ORIENTED DEVELOPMENT (TOD) PLAN RAIL TRANSIT STATION AREA ZONE CHANGES

The Department of Planning and Permitting (DPP) is proposing zone changes in conjunction with a TOD Special District designation around three new rail transit stations to facilitate implementation of the Aiea-Pearl City Neighborhood TOD Plan. The stations are Halaulani (Leeward Community College), Waiawa (Pearl Highlands), and Kalauao (Pearlridge). The proposed zone changes for the three rail transit stations cover approximately 383 acres in total.

In addition, the DPP is proposing the removal of certain Unilateral Agreement conditions related to prior zone changes.

2. AMENDMENTS TO CHAPTER 21, REVISED ORDINANCES OF HONOLULU 1990, THE LAND USE ORDINANCE (LUO), RELATING TO THE TRANSIT-ORIENTED DEVELOPMENT (TOD) SPECIAL DISTRICT (SD)

The Department of Planning and Permitting (DPP) is proposing to amend the LUO relating to the TOD SD. This proposal will expand the TOD SD by adding the Aiea-Pearl City TOD neighborhood rail station areas. The stations are Halaulani (Leeward Community College), Waiawa (Pearl Highlands), and Kalauao (Pearlridge). New regulations are being introduced based on specific recommendations in the Aiea-Pearl City Neighborhood TOD Plan and the DPP’s experience implementing the TOD SD. Most of the proposed changes will apply to the entire TOD SD.
