TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2022-2 TO AMEND SCHEDULE I OF SECTION 15-6.2(a) ESTABLISHING TRAFFIC SIGNALS (CITY); SCHEDULE II OF SECTION 15-6.2(b) ESTABLISHING TRAFFIC SIGNALS ON FEDERAL-AID HIGHWAYS (STATE); SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XIII OF SECTION 15-11.2(c) ESTABLISHING YIELD RIGHT-OF-WAY; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVII OF SECTION 15-17.1 ESTABLISHING CROSSWALKS; SCHEDULE XXXIV OF SECTION 15-18.3(c) ESTABLISHING BICYCLE LANES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule I of Sec. 15-6.2(a) establishing traffic signals (City) by adding thereto the following item:
“Kamokila Blvd-Wakea St.”
b. By amending Schedule II of Sec. 15-6.2(b) establishing traffic signals on Federal-aid Highway (State) by adding thereto the following item:
“Fort Barrette Rd-Kamaaha Ave.”
c. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:
“Ala Kahawai St., for its entire length.”
“Kuou St., for its entire length.”
d. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns by adding thereto the following items:
“Kamaaha Ave. No ‘U’ turn from Kamaaha Ave. at Alohikea St. in both directions.”
“Kamaaha Ave. No ‘U’ turn from Kamaaha Ave. at Uluohia St. in both directions.”
“Kamaaha Ave. No ‘U’ turn from Kamaaha Ave. at Wakea St. in both directions.”
“Wakea St. No ‘U’ turn from Wakea St. at Ala Kahawai St. in both directions.”
“Wakea St. No ‘U’ turn from Wakea St. at Haumea St. in the southeastern direction.”
“Wakea St. No ‘U’ turn from Wakea St. at Kamaaha Ave. in both directions.”
e. By amending Schedule XIII of Sec. 15-11.2(c) establishing yield right of way by adding thereto the following items:
“Kamaaha Ave-Wakea St. Traffic northeast bound on Kamaaha Ave. making a right turn from the channelized lane into Wakea St. shall yield the right-of-way on Wakea St.”
“Kamaaha Ave-Wakea St. Traffic southwest bound on Kamaaha Ave. making a right turn from the channelized lane into Wakea St. shall yield the right-of-way on Wakea St.”
“Wakea St-Kamaaha Ave. Traffic northwest bound on Wakea St. making a right turn from the channelized lane into Kamaaha Ave shall yield the right-of-way on Kamaaha Ave.”
“Wakea St-Kamaaha Ave. Traffic southeast bound on Wakea St. making a right turn from the channelized lane into Kamaaha Ave shall yield the right-of-way on Kamaaha Ave.”
f. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections in the following particulars:
1. By adding thereto the following items:
“Ala Kahawai St-Alohikea St. Traffic on Ala Kahawai St. shall stop before entering Alohikea St.”
“Ala Kahawai St-Manawai St. Traffic on Ala Kahawai St. shall stop before entering Manawai St.”
“Ala Kahawai St-Wakea St. Traffic on Ala Kahawai St. shall stop before entering Wakea St.”
“Alohikea St-Kamaaha Ave. Traffic on Alohikea St. shall stop before entering Kamaaha Ave.”
“Kamaaha Ave-Wakea St. Traffic on Kamaaha Ave. shall stop before entering Wakea St.”
“Kuou St-Alohikea St. Traffic on Kuou St. shall stop before entering Alohikea St.”
“Kuou St-Manawai St. Traffic on Kuou St. shall stop before entering Manawai St.”
“Kuou St-Wakea St. Traffic on Kuou St. shall stop before entering Wakea St.”
“Maana St-Keaunui Dr. Traffic on Maana St. shall stop before entering Keaunui Dr.”
“Wakea St-Kamaaha Ave. Traffic on Wakea St. shall stop before entering Kamaaha Ave.”
2. By deleting therefrom the following item:
“Wakea St-Kamokila Blvd. Traffic on Wakea St. shall stop before entering Kamokila Blvd.”
g. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
“Humuula Pl., within the turnaround area.”
“Kiowainui Pl., eastern side, for its entire length and including its turnaround area.”
“Kiowainui Pl., western side, from a point 95′ north of the northern curb prolongation of Punawainui St. to its turnaround area.”
“Ukuwai St., even-numbered side, distance 100′ northerly direction from a point 950′ north of the northern curb prolongation of Makaikai St.”
2. By amending thereto the following items:
Kamaaha Ave., both sides, between Manawai St. and Fort Barrette Rd.; to read:
“Kamaaha Ave., both sides, between Kapolei Pkwy. and Fort Barrette Rd.”
Pahoa Ave., mauka side, distance 170′ Ewa direction from the Ewa curb prolongation of 6th Ave.; to read:
“Pahoa Ave., mauka side, from 5th Ave. to 6th Ave.”
3. By deleting therefrom the following item:
“Pahoa Ave., mauka side, distance 80′ Koko Head direction from Koko Head curb prolongation of 5th Ave.”
h. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops in the following particulars:
1. By adding thereto the following items:
“Kaiau Ave., western side, distance 210′ southerly direction from the southern curb prolongation of Kamaaha Ave. (western intersection).”
“Kamokila Blvd., eastern side, distance 150′ northerly direction from a point 145′ north of the northern curb prolongation of Kapolei Pkwy.”
“Kamokila Blvd., western side, distance 220′ northerly direction from the northern curb prolongation of Kapolei Pkwy.”
“Kapolei Pkwy., southern side, distance 200′ easterly direction from the eastern curb prolongation of Kamokila Blvd.”
“Kapolei Pkwy., northern side, distance 250′ easterly direction from the eastern curb prolongation of Kamokila Blvd.”
2. By amending thereto the following items:
Kamaaha Ave., mauka side, distance 150′ Kaena direction from a point 28′ Kaena of the Kaena curb prolongation of Kealanani Ave.; to read:
“Kamaaha Ave., northern side, distance 200′ easterly direction from the eastern curb prolongation of Kealanani Ave.”
Kamaaha Ave., mauka side, distance 150′ Kaena direction from a point 85′ Kaena of the Kaena curb prolongation of Kuloa Ave.; to read:
“Kamaaha Ave., northern side, distance 200′ easterly direction from the eastern curb prolongation of Kuloa Ave.”
i. By amending Schedule XXVII of Sec. 15-17.1 establishing crosswalks in the following particulars:
1. By adding thereto the following items:
“Ala Kahawai St., 10′ wide, centerline 395′ southwest of the southwestern curb prolongation of Manawai St.”
“Kamaaha Ave., 10′ wide, 390′ northeast of the northeastern curb prolongation of Wakea St.”
“Kuou St., 10′ wide, centerline 395′ southwest of the southwestern curb prolongation of Manawai St.”
3. By deleting therefrom the following item:
“Oneawa St., 10′ wide, centerline 290′ northwest direction from the northwestern curb prolongation of Kailua Rd.”
j. By amending Schedule XXXIV of Sec. 15-8.3(c) establishing bicycle lanes by adding thereto the following item:
“Wakea St., both sides, between Kamokila Blvd. and Kapolei Pkwy.”
k. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following item:
“Kamaaha Ave., south bound traffic in the western most lane must turn right at Kapolei Pkwy.”
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
