NOTICE OF PUBLIC HEARING
FOR PROPOSED AMENDMENTS TO THE
KAUA`I COUNTY POLICE COMMISSION
ADMINISTRATIVE RULES OF PRACTICE AND PROCEDURE

The Kaua’i County Police Commission will hold a public hearing for the purpose of adopting revisions to the Kaua’i County Police Commission Rules on Administrative Practice and Procedure. The proposed rule revisions would include the new training, education, and experience requirements when hiring a Chief of Police, as set forth in the Kauai County Charter, define special committees, establish public testimony time limits, define procedures for contested case hearings, define procedures to discipline, suspend, remove, and evaluate the Chief of Police, define the powers of the Commission to ensure continuity within the Kauai Police Department, establish a definition of an acting and interim Chief of Police, eliminate the requirement for a semi-annual evaluation for the Chief of Police, establish the requirement for mandatory feedback six-months into the annual evaluation period for the Chief of Police, refine the citizen complaint process, and define the proper investigation course of action when complaints are received against the Chief of Police.

The hearing will begin at 9:00 a.m. or shortly thereafter on Friday, May 27, 2022, at the Lihu’e Civic Center, Moikeha Building, Meeting Room 2A/2B, 4444 Rice Street, Lihu’e, Hawai’i. The Chair of the Kauai Police Commission may impose a time limit for each person presenting oral testimony at the hearing.

A copy of the proposed rule revisions will be mailed to any interested person who requests a copy and pay the required fees for the copy and the postage. The proposed rule revisions may be reviewed in person between the hours of 7:45 a.m. and 4:30 p.m., Monday through Friday (excluding State of Hawai’i holidays), at the Office of Boards and Commissions 4444 Rice Street, Suite 300, Lihu’e, Hawai’i 96766. The proposed rule revisions may be reviewed any time up to and including the date of the public hearing.

All interested persons may submit data, views, arguments, or other testimony orally or in writing, or both, concerning the proposed rule revisions any time up to and including the date of the public hearing.
