PLANNING COMMISSION

Pursuant to Chapter 92, Hawaii Revised Statues as amended, and the Governor’s and Mayor’s Emergency Proclamations relating to the Covid-19 crisis, Notice is hereby given of a regular meeting of the Honolulu Planning Commission.

PLACE: Remote Meeting and In-Person Meeting at Mission Memorial Auditorium, Mission Memorial Building, 550 South King Street, Honolulu, Hawaii, 96813
DATE: Tuesday, January 18, 2022
TIME: 1:30 p.m.

The meeting of the Honolulu Planning Commission will be conducted as follows:
Remotely by interactive conference technology and in-person meetings, with Planning Commissioners, Planning Department Staff, parties to agenda items and resource individuals may appear via WebEx remote technology (details below)
The meeting will be live streamed and also posted at a later date
If any major and insurmountable technical difficulties are encountered during the meeting, the Planning Commission will automatically recess for up to thirty (30) minutes to restore communication. The meeting will reconvene when either audiovisual or audio-only communication is established with the same WebEx link below. If it is not possible to reconvene the meeting as provided within thirty (30) minutes after an interruption to communication, the Planning Commission will continue all matters and reconvene at the next scheduled Planning Commission meeting

UNFINISHED BUSINESS – CONTINUED PUBLIC HEARING
Public hearing notice for the following matter was published in the Honolulu Star-Advertiser on November 12, 2021 and January 7, 2021. At the November 24, 2021 meeting, the Planning Commission continued the meeting and kept the public hearing open. The Commission will take action on this agenda item after public hearing is closed.

A REQUEST FOR AMENDMENTS TO CHAPTER 21, REVISED ORDINANCES OF HONOLULU (ROH), 1990 LAND USE ORDINANCE (LUO), RELATING TO USE REGULATIONS

The Department of Planning and Permitting (DPP) is proposing to amend the LUO relating to Use Regulations. The DPP-initiated Bill amends the Master Use Table in Article 3, Specific Use Development Standards in Article 5, and use definitions in Article 10 of the LUO.

The purpose of this Bill is to update the use regulations throughout Chapter 21, Revised Ordinances of Honolulu 1990 (“Land Use Ordinance”).

Woven into the proposed bill is the DPP’s recommendation pertaining to the City Council’s Resolution No. 20-293, relating to farm village communities.

Oral testimony via phone or Webex: To provide oral testimony during the online meeting via phone or Webex, we suggest you register in advance by 4:30 p.m. on Monday, January 17, 2022, by emailing your name, phone number, and include in the subject line “register to testify” to info@honoluludpp.org

In-person attendance: The City is exercising a good faith effort to provide this option only to members of the public who are unable to attend the meeting via phone or Webex. All in-person attendees and testifiers must wear a mask while on the Mission Memorial premises and must maintain six feet of distance between themselves and others or they will not be allowed in the Auditorium. (See Mayor’s Emergency Order 2021-16. Note: Subject to change.)

Attendance at the public hearing is not necessary to submit written testimony. Written testimony may be submitted by one of the following options: 1) Email: info@honoluludpp.org, 2) Fax: 808-768-6743, or 3) Mail: Planning Commission, 650 South King Street, 7th Floor, Honolulu, Hawaii 96813, and must be received by 4:30 p.m., Monday, January 17, 2022.

To reduce the risk of COVID-19 transmission, written testimony will not be accepted in-person, except as part of oral testimony. Written testimony must be emailed, faxed, or mailed in advance, as explained above.
