NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about January 4, 2022, the State of Hawaii will authorize the Hawaii Public Housing Authority (HPHA) to submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Capital Fund Program (CFP) HI08P001501-21 thru HI08P001501-25 grant under Title I of the United States Housing Act of 1937, as amended to undertake any of the following for the following projects.
CAPITAL FUND PROGRAM (CFP)
City and County of Honolulu
AMP 45 SECURITY IMPROVEMENTS
Security improvements at various sites to include security cameras, lights and ingress/egress at parking lots.
LEAD ABATEMENT AT KUHIO HOMES
Removal of lead-based paint at dwelling units.
KALANIHUIA UPGRADE TRASH CHUTES
Upgrade to trash chutes for accessibility and fire code compliance.
KALANIHUIA SITE IMPROVEMENTS, SECURITY AND ACCESSIBILITY
Site and building improvements including but not limited to hazmat remediation, site accessibility improvements, painting, fencing, paving, conversion to ADA units and plumbing electrical, kitchens, bathrooms for 151 units.
KALIHI VALLEY HOMES SITE AND DWELLING IMPROVEMENTS
Site and dwelling improvements included but not limited to hazardous abatement, roofing, electrical, plumbing, kitchens, bathrooms, flooring, painting, sitework and utilities to 63 units.
KANEOHE APARTMENTS BUILDING & SITE IMPROVEMENTS
Building and site improvements to include but not limited to window replacement, CMU site wall replacement, roofing and plumbing.
NANAKULI HOMES DEMO/DISPOSITION
Selective demolition of interior and exterior renovation required for all units including all site utilities and site amenities.
PALOLO VALLEY HOMES SITE AND DWELLING IMPROVEMENTS, PHASE 5
Site and building improvements to include but not limited to hazardous abatement, utility replacement, sitework, fencing, roofing, painting, kitchens, bathrooms, interior repairs, plumbing and electrical in 24 dwelling units.
PUNCHBOWL HOMES MAJOR MODERNIZATION
Site and building improvements to include but not limited to hazardous abatement, kitchens, bathrooms, interior finishes, doors, windows, signage, plumbing, electrical and lighting for 106 dwelling units and nonresidential spaces.

HALE HOOKIPA REROOFING AND EXTERIOR IMPROVEMENTS
Exterior building improvements including but not limited to re-roofing 7 residential buildings and the Community Center.
HALE HOOKIPA SITE AND BUILDING IMPROVEMENTS
Modernization to include but not limited to repairs to site utilities, upgrades to ADA units and full interior renovation to 32 units.
KAIMALINO INTERIOR AND EXTERIOR WORK
Modernization to include but not limited to reroofing, site utilities, repaving, retaining walls, ADA upgrades and interior renovation to 40 units.

ELEELE HOMES BUILDING & SITE IMPROVEMENTS
Site and building improvements to include but not limited to ADA upgrades, reroofing, waterproofing, building repairs, interior renovations, plumbing, electrical, building sewer and gas lines.
KAPAA SITE AND BUILDING IMPROVEMENTS
Site and building improvements to include but not limited to electrical, gas and mechanical upgrades, re-roofing, painting, windows, kitchens, ADA and site accessibility compliance.
LEAD ABATEMENT AT HUI O HANAMAULU AND KAPAA
Removal of lead-based paint at dwelling units.

LEAD ABATEMENT AT DAVID MALO CIRCLE
Removal of lead-based paint at dwelling units.
Types of repair and renovation improvements could consist of site and dwelling improvements that may include but not be limited to modernization of buildings (interior work such as installation of doors/windows, flooring, painting, cabinetry, plumbing fixtures and lighting); infrastructure repair and upgrades (sewer, water, drainage); utility repair and upgrades (mechanical, electrical, gas); telecommunication antenna and wifi improvements; abatement of hazardous materials (lead based paint, asbestos, contaminated soils); interior, exterior and common area accessibility improvements; concrete repairs, solar hot water installation with installation of tank-less instantaneous backup, site lighting, tree trimming, resurfacing or paving of parking lots and sidewalks, fence and wall replacements, roof replacement. For projects with elevators, improvements could consist of elevator upgrades.

Funds for HI08P001501-21 are available in the amount of $13,862,820. The funds for HI08P001501-22 thru HI08P001501-25 are being projected for the same amount pending final federal appropriation.
The activities proposed are categorically excluded under the HUD regulations 24 CFR Part 58 from the National Environmental Policy Act requirements. Environmental Review Records (ERR) that document the environmental determinations for these projects are on file and may be examined on the HPHA website: http://www.hpha.hawaii.gov/ or by US mail. A copy of any of the listed project’s ERR may be requested by calling (808) 832-5896.
Any individual, group, or agency may submit written comments on the ERR to the HPHA. All comments received by December 2, 2021 (seven (7) calendar days) will be considered by the State of Hawaii prior to submission of a request for release of funds.
RELEASE OF FUNDS
The State of Hawaii certifies to the HUD that the Honorable David Y. Ige, in his capacity as the Governor of the State of Hawaii, has consented to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities will be satisfied. The HUD’s acceptance of the certification satisfies its responsibilities under NEPA and allows the HPHA to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
Mr. Jesse Wu, Director, Office of Public Housing, Honolulu Field Office at (808) 457-4668, will accept objections to its release of funds and the State of Hawaii’s certification for a period of 15 calendar days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is based upon one of the following: (a) the certification was not executed by the Certifying Officer of the State of Hawaii; (b) the State of Hawaii has omitted a step or failed to make a decision or finding required by the HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the HUD by email at firstname.lastname@example.org. Potential objectors should contact the HUD to verify the actual last day of the objection period.
