NOTICE IS HEREBY GIVEN of a public hearing to be held by the Planning Commission of the City and County of Honolulu:

Pursuant to the Emergency Proclamation Related to the State’s COVID-19 Delta Response issued by Governor David Ige on October 1, 2021, relating to the COVID-19 pandemic (Proclamation), in order to allow public participation in a manner consistent with social distancing practices the following procedures are in effect for the meeting. The procedures have been modified to comply with Mayor Blangiardi’s Emergency Order No. 2021-15, executed on October 27, 2021. Commission members, City staff, attendees and the public is strongly encouraged to participate in the public hearing via the online meeting venue (details below).

UNFINISHED BUSINESS – CONTINUED PUBLIC HEARING
Public hearing notice for the following matter was published in the Honolulu Star-Advertiser on October 1, 2021. At the October 13, 2021 meeting, the Planning Commission kept the public hearing open and continued the public hearing to November 24, 2021. The Commission will take action on this agenda item after public hearing is closed.

Under Section 2-24.5 of the Revised Ordinances of Honolulu, the Planning Commission shall commence processing upon the Director’s failure to transmit the report and proposed ordinance or resolution by the deadline required including any extension approved by Council, pursuant to Section 2- 24.4(c). The Commission will consider Council’s Resolution 20-293.

The City Council initiated the following proposal to amend the LUO relating to Farm Village Communities.

A REQUEST FOR AMENDMENTS TO CHAPTER 21, REVISED ORDINANCES OF HONOLULU (ROH) 1990, AS AMENDED (THE LAND USE ORDINANCE), RELATING TO FARM VILLAGE COMMUNITIES

Resolution No. 20-293, Relating to Farm Village Communities: The purpose is to establish farm village communities as a land use requiring a major conditional use permit in the agricultural zoning districts to increase agricultural production and food security by encouraging the development of affordable housing for farm workers and the economical and efficient use of agricultural land.

Table 21-2, Revised Ordinances of Honolulu 1990 (“Master Use Table”), is amended by amending the “Agriculture” category to add “farm village communities”.

Chapter 21, Article 5, Revised Ordinances of Honolulu 1990 (“Specific Use Development Standards”), is amended by adding a new section for “Farm village communities”.

Section 21-10.1, Revised Ordinances of Honolulu 1990, is amended by adding a new definition of “Farm village community”.

A REQUEST FOR AMENDMENTS TO CHAPTER 21, REVISED ORDINANCES OF HONOLULU (ROH), 1990 LAND USE ORDINANCE (LUO), RELATING TO USE REGULATIONS

The Department of Planning and Permitting (DPP) is proposing to amend the LUO relating to Use Regulations. The DPP-initiated Bill amends the Master Use Table in Article 3, Specific Use Development Standards in Article 5, and use definitions in Article 10 of the LUO.

The purpose of this Bill is to update the use regulations throughout Chapter 21, Revised Ordinances of Honolulu 1990 (“Land Use Ordinance”).

Woven into the proposed bill is the DPP’s recommendation pertaining to the City Council’s Resolution No. 20-293, relating to farm village communities.

In-person attendance: The City is exercising a good faith effort to provide this option only to members of the public who are unable to attend the meeting via phone or Webex. All in-person attendees and testifiers must wear a mask while on the Mission Memorial premises and must maintain six feet of distance between themselves and others or they will not be allowed in the Auditorium. (See Mayor’s Emergency Order 2021-15. Note: Subject to change.)

Attendance at the public hearing is not necessary to submit written testimony. To reduce the risk of COVID-19 transmission, written testimony will not be accepted in-person, except as part of oral testimony. Written testimony must be emailed, faxed, or mailed in advance, as explained above.
