STP-056-1(064) NEAR TAX MAP KEYS: (4) 5-2-010:015-018 & 022-024, 5-2-017:014, 016-020, 022 & 999, 5-3-001:000, 002, 007, 011, 015-018 & 999, 5-3-003:054-055& 058, 5-3-006:001, 026, 041 & 043, 5-3-008:014, 5-3-009:010, 5-3-010:002-003, 5-3-013:040, 5-4-004:032 & 999, 5-4-024:020 & 999 Notice is hereby given that the Hawaii Department of Transportation, (HDOT), in coordination with the Federal Highway Administration (FHWA), proposes to construct the project titled “Kuhio Highway Resurfacing, Kahiliholo Road to Ka Haku Road”, in the Hanalei District on the Island of Kauai. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). The proposed project involves highway resurfacing to Kuhio Highway, Route 56, Kahiliholo Road to Ka Haku Road, Mile Post 24.25 to Mile Post 28.12. The proposed project involves improvements to the existing roadway by reconstructing weakened pavement areas, cold-planing, resurfacing, minor widening of paved shoulder, installing milled rumble strips and pavement marking, replacing existing traffic signs, and cleaning existing culvert and drainage structures. The scope of work will be done within the footprint of the existing, previously disturbed State Highways Right-of-Way (ROW). The total area of the APE is approximately 57.29 acres and includes the length and width of Kuhio Highway ROW that is 3.87 miles long and up to 295 ft wide and approximately 24 inches below the existing paved surface in reconstruction areas. Signpost sleeves will be pounded into the existing ground at a depth no greater than 4 ft. Additionally, the APE includes staging areas that would likely be on previously graded, developed areas, within the ROW or within adjacent driveways. The APE has been previously disturbed during grading and road construction within the ROW. Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information and knowledge on historical and cultural sites within the proposed APE.
