DEPARTMENT OF PLANNING AND PERMITTING
PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN of a public hearing to be held by the Department of Planning and Permitting of the City and County of Honolulu for the purpose of adopting Rules Governing Multi-Family Rental Housing. The hearing will be held at the following time and location:

Time: 10:30 a.m.
Place: Remote Meeting and at Mission Memorial Auditorium, Mission Memorial
Building, 550 South King Street, Honolulu, Hawaii, 96813

Pursuant to the Emergency Proclamation Related to the COVID-19 Response issued by Governor David Ige on August 5, 2021, relating to the COVID-19 Pandemic (Proclamation), in order to allow public participation in a manner consistent with social distancing practices, the following procedures are in effect for the meeting. The procedures have been modified to comply with Mayor Blangiardi’s Proclamation and Emergency Order No. 2021-13, executed on September 17, 2021. The public may participate in the public hearing via the online meeting venue (details below).

PURPOSE:

The purpose of this public hearing is to adopt Rules Governing Multi-Family Rental Housing pursuant to Revised Charter of Honolulu §§ 4-105.4, 6- 1503, and Hawaii Revised Statutes (“HRS”) §§ 46-15.1 and 46-15.2, and Part III of HRS Chapter 201H. The rules are intended to (1) Increase the supply of affordable rental units available in the City and County; (2) Make funds available at feasible interest rates to make Eligible Project Loans in order to permit the construction of Eligible Projects; and (3) Encourage the participation of Qualified Sponsors in the programs authorized by Part III, HRS Chapter 201H.

Fasi Municipal Building, 650 South King Street, Honolulu, Hawaii 96813, during normal business hours (7:45 a.m. to 4:30 p.m., Monday thru Friday). In-person attendance: The City is exercising a good faith effort to provide this option only to members of the public who are unable to attend the meeting via phone or Webex. All in-person attendees and testifiers must wear a mask while on the Mission Memorial premises and must maintain six feet of distance between themselves and others or they will not be allowed in the Auditorium. (See Mayor’s Emergency Order 2020-10. Note: Subject to change.)

Attendance at the public hearing is not necessary to submit testimony.
