NOTICE OF VIRTUAL PUBLIC HEARING
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG),
HOME INVESTMENT PARTNERSHIPS (HOME),
EMERGENCY SOLUTIONS GRANTS (ESG),
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA),
AND HOUSING TRUST FUND (HTF) PROGRAMS


NOTICE IS HEREBY GIVEN that the City and County of Honolulu (City) will prepare an Annual Action Plan (AAP) for Fiscal Year (FY) 2023 as part of the Consolidated Plan (CP) process. Due to the COVID-19 pandemic and recommendations for social distancing, a joint virtual public hearing will be held on September 10, 2021 by the City and the State of Hawaii Housing Finance and Development Corporation (HHFDC) for the CDBG, HOME, ESG, HOPWA and HTF programs. The virtual hearing will provide interested persons an opportunity to submit statements and testimony on the housing and community needs to be considered in the development of the City’s AAP for FY 2023.

The purpose of the AAP is to ensure that jurisdictions receiving federal assistance plan for the housing and related needs of low- and moderate-income families in a way that improves the availability and affordability of decent, safe, and sanitary housing in suitable living environments.

The virtual hearing will also provide interested persons an opportunity to submit statements and testimony on the City’s draft Consolidated Annual Performance and Evaluation Report (CAPER), a review of the City’s accomplishments for the most recently completed fiscal year. The CAPER for the FY ending June 30, 2021, will be submitted to HUD on or before September 30, 2021. The City’s draft CAPER will be available for public review on the City’s website at http://www.honolulu.gov/cdbg on September 9, 2021. A hardcopy will be made available upon request by emailing bfscdbgmail@honolulu.gov.

Interested persons are invited to attend the virtual hearing and state their views, orally or in writing. Testimony covering the AAP and CAPER will be taken separately.

Persons unable to attend the virtual hearing may submit their statements and testimonies by email to bfscdbgmail@honolulu.gov or by mail to: City and County of Honolulu, Department of Budget and Fiscal Services, Federal Grants Unit, 925 Dillingham Boulevard, Room 240, Honolulu, Hawaii 96817.

The deadline to submit testimony and comments regarding the City’s draft CAPER is September 24, 2021.
