NOTICE OF PUBLIC HEARING The Hawaii Public Housing Authority (HPHA), Department of Human Services, hereby provides notice that it will hold a public hearing on its Moving to Work Demonstration Program Plan and Application. Background: Moving to Work (MTW) is a demonstration program for public housing authorities (PHAs) that provides them the opportunity to design and test innovative, locally-designed strategies to streamline and simplify their programs, support resident self-sufficiency, and increase housing choices for low-income families. HPHA will submit an MTW Plan and Application to the U.S. Department of Housing and Urban Development (HUD) to participate in the MTW Demonstration under the Landlord Incentives Cohort. If selected for the MTW Demonstration under the Landlord Incentives Cohort, HPHA would provide incentives to landlords designed to attract or increase the number of landlords in the HCV program, which would provide more housing options for voucher holders. Pursuant to HUD Notice PIH 2021-03, the HPHA will hold a public hearing to discuss its draft MTW Plan and Landlord Incentives Activities Information and invite public comment. Public Review: The HPHA’s draft MTW Plan and Landlord Incentive Activities Information will be available for public inspection and comment for 30 days between August 16, 2021 and September 15, 2021. Written comments must be received by September 15, 2021 for consideration.
