NOTICE OF PUBLIC HEARING ON PROPOSED AMENDMENTS TO THE RULES AND REGULATIONS GOVERNING THE REAL PROPERTY TAX CLASSIFICATION RULES Pursuant to Section 91-3, Hawai’i Revised Statutes, notice is hereby given that the Department of Finance of the County of Kaua’i will hold a public hearing on Monday, August 2, 2021 9:00 a.m., or soon thereafter By Audio Teleconference at: phone number 1 (469) 848-0239 and Conference ID# 404979828# on the proposed amendments to the Rules and Regulations relating to Tax Classifications under Section 5A-11.2 of the Kaua’i County Code 1987, as amended. The Department of Finance proposes to amend its existing Rules and Regulations applicable to tax classification. The primary changes in the rules are related to two recent legislative amendments. The first relates to increased requirements to apply and qualify for a Home Exemption. The second is related to the revised definition of Residential Investor and the annual filing now required to qualify for a lower tax rate. In addition, there are proposed changes to better define certain tax classes as new businesses and industries are creating inconsistencies in tax classifications. All interested persons who wish to present their testimony may do so at the public hearing via Microsoft Teams audio conferencing platform by calling the number listed above, or via Microsoft Teams video conferencing platform. If you wish to participate via video conferencing, it shall be the responsibility of the testifier to ensure that the Microsoft Teams software is downloaded prior to the hearing. Anyone interested in providing oral testimony by video teleconference must register with the Finance Department by 5pm on Sunday, August 1st by sending an email to finance@kauai.gov or by calling (808) 241-4200, and providing your name, telephone number and E-mail address. A link to the video conference will be emailed to you following your registration. Advance registration is not required if you wish to participate by audio conference only. Written testimony may be submitted to the Department of Finance by email to finance@kauai.gov , by facsimile to (808) 241-6529 or via U.S. mail to the Department of Finance, Administration Office, whose mailing address is County of Kaua’i, 4444 Rice Street, Suite 280, Lihu’e, HI 96766. Copies of the proposed amendments are available at the Real Property Assessment Division, Department of Finance in the Lihu’e Civic Center, Moikeha Building, 4444 Rice Street, Suite A-454, Lihu’e, Kaua’i, Hawai’i, during normal business hours, or on the Department of Finance’s website at www.kauai.gov/realproperty. A copy of the proposed amendments will be mailed to any interested person who calls the Department of Finance at 241-4200 or mails a request to the Department of Finance at 4444 Rice Street, Suite 280, Lihu’e, HI 96766, giving his or her name and address.
