CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT (CARES ACT)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

Through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) passed by the United States Congress on March 27, 2020, as Public Law 116-136, the City was awarded $4,872,982.00 in CDBG Funds, $2,429,569.00 in ESG Funds, and $95,143.00 in Housing Opportunities for Persons with AIDS (HOPWA) Funds to be used to prevent, prepare for, and respond to coronavirus, or to mitigate the impacts created by coronavirus. Subsequently, the City has also been awarded an additional ESG CARES Act allotment of $22,270,813.00 and two additional CDBG CARES Act allotments of $3,089,159.00 and $6,445,350.00, respectively.

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed amendments to the City’s Twenty-Fifth (25th) Year Action Plan is provided for your information. The City desires to reprogram CARES Act funds to projects that can utilize the funds immediately in order to achieve CARES Act CDBG goals more efficiently and expediently. The proposed revisions to the CARES Act CDBG projects are provided for your information and use.

CARES ACT – CDBG Projects

AWARD REDUCTION OF $500,000 AND PROJECT NAME AND DESCRIPTION REVISION
DCS Eviction Prevention – CDBG Public Service/Increased Capacity
Project Description: Provision of grant funds for an eviction and homelessness prevention program, which includes rental assistance and financial assistance (up to six (6) months). This is a new project. CDBG funds will be used to provide income payments, including rental assistance and financial assistance such as utility payments, eligible under 24 CFR §570.201(e) and FR-6218-N-01, and will meet the CDBG national objective described in 24 CFR § 570.208(a)(2)(i)(B), an activity which requires income eligibility requirements.

NEW AWARD OF $500,000 AND PROJECT NAME AND DESCRIPTION REVISION
Hawai’i Public Health Institute – CDBG Public Service/Food and Meal Access
Project Description: Provision of grant or contract funds for a new service, or a quantifiable increase in the level of an existing service, to provide or support access to food or meals for elderly persons, including quarantined elderly individuals and/or elderly individuals that need to maintain social distancing due to medical vulnerabilities as a result of the coronavirus. This is a new project. CDBG funds will be granted to Hawai’i Public Health Institute to provide or support access to food or meals for elderly persons aged 62 and older on O’ahu, an eligible activity under 24 CFR § 570.201(e) that meets the CDBG national objective described in 24 CFR § 570.208(a)(2)(i)(A), as an activity benefitting elderly persons presumed to be principally low- and moderate-income.

Department of Community Services – Property acquisition to expand workforce development support for households impacted by COVID
Project Description: Provision of grant funds to be used for the acquisition of real property for a public purpose to provide public services, and operated so as to be open for use by the general public during all normal hours of operation, eligible under 24 CFR § 570.201(a), and will meet the CDBG national objective described in 24 CFR § 570.208(a).

Project Description: Acquisition of a property to provide affordable housing for low- and moderate-income households affected economically, or otherwise, by the coronavirus. CDBG funds will be used for the acquisition of real property, an eligible activity under 24 CFR § 570.201(a), that will meet the CDBG national objective of providing permanent housing for low and moderate-income households as described in 24 CFR § 570.208(a)(3).

Project Description: Acquisition of a property to provide shelter for domestic violence survivors during a time when the coronavirus has exacerbated intimate partner violence and created barriers to accessing safe housing. CDBG funds will be used for the acquisition of real property, an eligible activity under 24 CFR § 570.201(a), that will meet the CDBG national objective of serving presumed benefit clientele, specifically battered spouses, as described in 24 CFR § 570.208(a)(2)(i)(A).

Project Description: Acquisition of a property to provide non-congregate shelter space and additional support services in response to the coronavirus and to support households at risk of or experiencing homelessness. CDBG funds will be used for the acquisition of real property, an eligible activity under 24 CFR § 570.201(a), that will meet the CDBG national objective of serving presume benefit clientele, specifically homeless persons, as described in 24 CFR § 570.208(a)(2)(i)(A).

Project Description: Acquisition of a property to provide non-congregate shelter for homeless households, including those that have lost the ability to self-preserve and social distance during the coronavirus, mostly due to mental illness, substance abuse, or other medical issues. CDBG funds will be used for the acquisition of real property, an eligible activity under 24 CFR § 570.201(a), that will meet the CDBG national objective of serving presumed benefit clientele, specifically homeless persons, as described in 24 CFR § 570.208(a)(2)(i)(A).

CDBG funds will be used for the acquisition of real property, eligible under 24 CFR § 570.201(a), that will meet the CDBG national objective of serving severely disabled persons as described in 24 CFR § 570.208(a)(2)(i)(A).
