EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, the proposed amendments to the City’s Twenty-Fifth (25th) Year Action Plan are provided for your information. The City desires to reprogram Fiscal Year 2020 funds to projects that can utilize the funds immediately in order to achieve ESG program goals more efficiently and expediently. The proposed revisions to the Fiscal Year 2020 ESG projects are provided for your information and use.

Fiscal Year 2020 (Twenty-Fifth (25th) Action Plan)

ADDITION OF ELIGIBLE CATEGORY OF SPENDING
ALEA Bridge
Project Description: Grant funds for street outreach, homelessness prevention and rapid re-housing program, which includes short-term or medium-term rental assistance, financial assistance, and housing relocation and stabilization services, excluding moving costs. City General funds will be utilized to provide Street Outreach eligible under 24 CFR § 576.101 and Homelessness Prevention eligible under 24 CFR § 576.103. ESG and City General funds will be utilized to provide Rapid
Re-Housing assistance, eligible under 24 CFR § 576.104. The City recognizes that City General funded Street Outreach, Homelessness Prevention and Rapid Re-Housing projects must meet all requirements that apply to ESG funds.

Hale Kipa – Emergency Shelters for Youth
Project Description: Grant funds for operating costs of an emergency shelter for homeless youth. ESG Funds will be utilized to provide shelter operating costs eligible under 24 CFR §576.102
