VIDEO MONITORING FOR THE
COMFORT STATIONS AT PAKI COMMUNITY PARK,
KAPIOLANI REGIONAL PARK, ALA MOANA REGIONAL PARK, AND KUHIO BEACH PARK AND VIDEO MONITORING OF THE PARKING LOT, ENTRANCE, COMFORT STATION, CONSERVATORY, ADMINISTRATION BUILDING, AND EMPLOYEE’S OFFICE AT FOSTER BOTANICAL GARDEN

NOTICE IS HEREBY GIVEN pursuant to Section 2-32.3(b)(5), Revised Ordinances of Honolulu that the City and County of Honolulu (City) will be installing video surveillance cameras to monitor Paki Community Park, Kapiolani Regional Park, Ala Moana Regional Park, Kuhio Beach Park, and Foster Botanical Garden. These cameras will be employed for the general prevention and deterrence of criminal activity and to ensure the safety and security of the public and community we serve. The video surveillance cameras will be used to achieve legitimate law enforcement objectives for legitimate public purposes. The video surveillance cameras will begin operating and recording 10 calendar days after publication of this legal notice.

The General Public may submit written comments on the video monitoring to the City Council and the Department of Facility Maintenance at the following addresses:

CAMERA LOCATIONS AT PAKI COMMUNITY PARK

Three (3) fixed-position, infrared surveillance cameras will be installed at the comfort station of Paki Community Park. Two (2 cameras will be installed at the front of the comfort station and one (1) camera will be installed at the back of the comfort station. All cameras will operate continuously. The cameras will monitor the restroom entrances and the adjacent areas around the comfort station.

CAMERA LOCATIONS AT KAPIOLANI REGIONAL PARK

Twenty (20) fixed-position, infrared surveillance cameras will be installed at four (4) comfort stations located at Kapiolani Regional Park. Each of the four (4) comfort stations located around the park, will have five (5) cameras, installed around the comfort station and will operate continuously. The cameras will monitor the restroom entrances and the adjacent areas around the comfort station.

CAMERA LOCATIONS AT KUHIO BEACH PARK

Eleven (11) fixed-position, infrared surveillance cameras will be installed at the two (2) comfort stations at Kuhio Beach Park. Seven (7) cameras will be installed around the comfort station located on the ewa end of Kuhio Beach, abutting the Waikiki Police Substation and three (3) cameras will be installed on the comfort station located on the diamond end of Kuhio Beach. All cameras will operate continuously. The cameras will monitor the restroom entrances and the adjacent areas around the comfort stations.

CAMERA LOCATIONS AT ALA MOANA REGIONAL PARK

Twenty-three (23) fixed-position, infrared surveillance cameras will be installed at the four (4) comfort stations at Ala Moana Regional Park. Each of the three (3) comfort stations located in the area on the diamond-side of Ala Moana Regional Park, also known as Aina Moana Park or Magic Island, will each have six (6) cameras, installed around the comfort stations. The comfort station that is located diagonally of McCoy Pavilion on the makai side of Ala Moana Park Drive will have five (5) cameras. All cameras will operate continuously. The cameras will monitor the restroom entrances and the adjacent areas around the comfort stations.

CAMERA LOCATIONS AT FOSTER BOTANICAL GARDEN

Eighteen (18) fixed-position, infrared surveillance cameras will be installed at Foster Botanical Garden. One (1) camera will be located at the gift shop to monitor the parking lot; three (3) cameras will be located at the entrance to monitor the information booth, ticket window, and adjacent areas; two (2) cameras will be located by the conservatory to monitor the entrances; seven (7) cameras will be located at the mauka comfort station to monitor the restroom entrances and the adjacent areas; three (3) cameras will be located at the administration building to monitor the entrance and adjacent areas; and two (2) cameras will be located at the employee office to monitor the entrance and adjacent areas. All cameras will operate continuously.
