TO PROVIDE MONITORING SERVICES

HOME Investment Partnerships (HOME) Program

The County of Maui (COM) is a “state recipient” of HOME Investment Partnerships (HOME) Program funds from the Hawaii Housing Finance and Development Corporation (HHFDC), who is the state Participating Jurisdiction for the HOME Program. Participating jurisdiction responsibilities outlines responsibilities for managing the day-to-day operations of the HOME Program, as well as performance and compliance of contactors undertaking specific services for one or more programs, including procurement procedures and minimum contract provisions. Written agreements must reflect HOME funds are used in accordance with all program requirements. In accordance with HUD’s Waivers and Suspensions of the HOME Program Requirements in response to COVID-19 Pandemic Memorandum dated April 10, 2020, the 2020 on-site inspections of County’s Housing must be completed by end of April 2021. The County of Maui Housing Division is seeking the services of an entity to provide UPCS Inspection services and related compliance documentation.

Period of Performance: 1 year upon acceptance by the County.

Scope of Work: includes two items:

1 – Inspection Schedule 2020
Project timeline for this task is January to April of 2021.

Proposer will ensure the processes and checklists are consistent with HUD guidance, federal regulations, and report to the County any findings.

Working in concert with County staff, including representatives of the Housing Division, proposer will provide UPCS Inspection and reporting services on the following properties.

Hale Mahaolu Ehiku Phase IA (4 Units)
Hale Mahaolu Ehiku Phase IB (4 Units)
Hale O Mana’o Lana Hou Phase II (4 Units)
Hale Makana O Wailale (40 Units)
Na Hale O Wainee (5 Units)

2 – Follow-Up Inspection Services:

On an as-needed/demand-response basis, proposer will provide follow-up inspection services in accordance related to the County’s HOME Program Monitoring Policies and Procedures. This includes re-inspection of units on properties where initial inspections revealed findings. The County will formally request follow-up inspection services which may include reporting on questions that arise from monitoring the existing portfolio. This task will extend through the term of the contract.

Submission Requirements:
County intends to issue a single contract for all tasks covering on-site inspection services for program year 2020. Proposer should offer a per hour rate to be billed monthly as services are used – up to a not to exceed limit the proposer estimates based on prior experience with similar tasks. Along with a description of proposed services and per task cost breakdown for the above, proposers must include the following information with their proposals:

1) Identify the staff to be assigned to the contract and provide a general description of their experience, including a description of any certifications and experience with HUD Inspections for HOME and National Housing Trust Fund projects;
2) A description of any similar work done for other municipalities;
3) A description of any work done in association with HUD;
4) List of professional references

Proposers who have worked with (or for) HUD on the HOME/HTF programs will be given higher priority in scoring of the proposals.
