PUBLIC NOTICE The U.S. Department of Commerce, Economic Development Administration (EDA) is considering a request for Federal assistance from the Natural Energy Laboratory of Hawaii Authority (NELHA) to construct improvements for the Island of Hawaii Aquaculture Growth Project in Kailua Kona, County and State of Hawaii. Pursuant to the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), EDA is conducting an assessment of the potential of the proposed project to affect the environment and/or historic properties. Notice is hereby given that the project is proposed to be located in, or may affect, a floodplain and/or wetland as defined by Executive Order (EO) 11988 and/or EO 11990. The project consists of three components which will be installed within existing project boundaries at the Hawaii Ocean Science and Technology Park on previously graded vacant land: 1) Installation of two small prefabricated outdoor meeting pods approximately 100 square feet each in NELHA’s research campus located at 73-984 Makako Bay Drive. 2) Roof extension to cover 300 square feet on an existing building in the NELHA research campus located at 73-984 Makako Bay Drive. 3) Installation of a septic system and connections to electrical and freshwater utilities located at 73-907 Makako Bay Drive. The purpose of this installation is to accommodate a fleet of up to eight mobile lab vehicles.
