PUBLIC NOTICE
CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT (CARES ACT)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND
EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM AND

Through the Coronavirus Aid, Relief and Economic Security Act (CARES Act) passed by the United States Congress on March 27, 2020 as Public Law 116-136, the City was awarded $4,872,982.00 in CDBG Funds, $2,429,569.00 in ESG Funds, and $95,143.00 in Housing Opportunities for Persons with AIDS (HOPWA) Funds to be used to prevent, prepare for, and respond to Coronavirus, or to mitigate the impacts created by coronavirus. Subsequently, the City has also been awarded an additional ESG CARES Act allotment of $22,270,813 and two additional CDBG CARES Act allotments of $3,089,159 and $6,445, 350, respectively.

Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, and in accordance with the U.S. Department of Housing and Urban Development (HUD) requirements regarding the City’s Consolidated Plan, the City hereby provides a list of CDBG projects for inclusion in the Fiscal Year 2020 (Twenty-Fifth (25th) Year Action Plan).

As previously advertised, the City will be posting updates to the City’s allocation of ESG CARES Act funds at http://www.honolulu.gov/dcs.

Community Development Block Grant (CDBG) Program

REDUCTION OF AWARD OF $2,607,380.30
IHS, The Institute for Human Services; Homeless Triage and Comfort Station
Project Description: Reduction of grant funds for the rehabilitation of buildings and improvements, such as the acquisition and quick rehabilitation of a three-story building located at 65 North Beretania Street in Honolulu to provide a Homeless Triage and CARES Station (HTCS) for COVID-19 response. CDBG funds will be used to provide public facilities and improvement, eligible under 24 CFR §570.201(c) Public Facilities and Improvements and will meet the CDBG national objective described in 24 CFR §570.208(a)(2)(i)(A).
