COMMISSION ON WATER RESOURCE MANAGEMENT

The staff of the Commission on Water Resource Management (Commission) will be holding a public fact gathering meeting to receive testimony and any additional information to be compiled as part of an Instream Flow Standard Assessment Report. This report will serve as the primary reference of best available information for subsequent amendments to the interim instream flow standards for the surface water hydrologic unit of He’eia on the Island of O’ahu.

Considering the evolving COVID-19 situation, protecting the health and welfare of the community is of utmost concern. As such, the public fact gathering meeting will be held remotely, with staff and applicants participating via online meeting venue. The public can view the meeting via livestream at:

The public fact gathering meeting is being conducted in accordance with a modified interim instream flow standard process approved by the Commission at its December 13, 2006 meeting. The modified process includes an agency review/public fact gathering component not required by statute, and is consistent with Part VI (Instream Uses of Water) of the State Water Code, Chapter 174C, Hawaii Revised Statutes, and Title 13, Chapter 169 (Protection of Instream Uses of Water), Hawaii Administrative Rules.

A public review draft of the Instream Flow Standard Assessment Reports for He’eia will be available online after September 24, 2020 on the CWRM website: http://dlnr.hawaii.gov/cwrm/surfacewater/ifs/oahu/3028-heeia/

Also, disabled individuals planning to attend the public Zoom meeting are asked to contact the Commission at the address below or by phone at (808) 587-0214 at least three days in advance of the public hearing to indicate if they have special needs that require accommodation.

Oral Comments:
If you wish to provide live oral/video testimony during the online meeting, email your request to:
dlnr.cwrm@hawaii.gov no later than 48 hours in advance (Monday, October 19 at 10:00 am), with your name, phone number, email address, and your computer identification name (check your device settings) to ensure timely and orderly participation. The Commission Secretary will then provide the meeting link and other pertinent information to you.

You will be placed in a Zoom “Waiting Room”. Commission staff will call upon you via livestream to join the meeting; prior to that please mute your microphone and turn off your own camera; during your oral testimony you must mute any livestream of the hearing to prevent digital feedback.

The Commission will continue to accept written testimony until November 30, 2020.
