PUBLIC NOTICE
CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY (CARES) ACT EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM

Through the CARES Act passed by the United States Congress on March 27, 2020 as Public Law 116-136, the City and County of Honolulu (City) was awarded $2,429,569.00 in Emergency Solutions Grants (ESG) Funds to be used to prevent, prepare for, and respond to Coronavirus, or to mitigate the impacts created by coronavirus. After the City awarded the funds, Aloha United Way subsequently declined its award of $625,035.10. Pursuant to the City’s Citizen Participation Plan, and in accordance with the U.S. Department of Housing and Urban Development (HUD) requirements regarding the City’s Consolidated Plan, the City hereby provides a list of projects for inclusion in the Fiscal Year 2020 Twenty-Fifth (25th) Year Action Plan.

Emergency Solutions Grants (ESG) Program

REDUCTION OF AWARD OF $625,035.10
Aloha United Way – Homeless Prevention due to COVID-19
Project Description: Provision of grant funds for a homeless prevention program, which includes short-term or medium-term rental assistance, financial assistance, and housing relocation and stabilization services, excluding moving costs. ESG funds will be used to provide homeless prevention assistance, eligible under 24 CFR §576.103.

Child and Family Services – Emergency Shelter Operating Costs and Essential Services
Project Description: Provision of grant funds for operating costs and essential services of an emergency shelter for homeless individuals, families, victims of domestic violence or youth, which includes salaries and fringe for essential support staff, maintenance, rent, repair, security, fuel, equipment, insurance, utilities, food, furnishings, and supplies necessary for the operations and essential services. ESG funds will be used to provide shelter operating costs, eligible under 24 CFR §576.102.

DCS Lemon Road Properties – Emergency Shelter Operating Costs
Project Description: Provision of grant funds for operating costs of an emergency shelter to provide COVID-19 related isolation, quarantine, and health services in partnership with the State of Hawai’i, Department of Health, Behavioral Health Division at several properties on Lemon Street, for up to 46 units, which includes maintenance, rent, repair, and security, necessary for operations. ESG funds will be used to provide shelter operating costs, eligible under 24 CFR §576.102.
