NOTICE IS HEREBY GIVEN of a public hearing to be held by the Planning Commission of the City and County of Honolulu:

Pursuant to Governor David Ige’s Tenth Supplementary Proclamation, issued on
July 17, 2020, and Mayor Kirk Caldwell’s Emergency Order 2020-22, issued on
July 31, 2020, both relating to the COVID-19 Pandemic, the August 19, 2020 meeting will be held remotely to prevent transmission of the virus causing
COVID-19. Protecting the health and welfare of the community is of utmost concern. Commission members, City Staff, and Applicants will participate via an online meeting venue. Information on how the public may participate in the meeting is provided below.

PUBLIC HEARING

1. EAST KAPOLEI NEIGHBORHOOD TRANSIT-ORIENTED DEVELOPMENT (TOD) PLAN
Request: Recommendation to adopt a community-based TOD plan that focuses on the areas surrounding the Kualakai, Keoneae, and Honouliuli rail transit stations in East Kapolei.

The Draft Final of the East Kapolei Neighborhood Transit-Oriented Development (TOD) Plan is available for viewing at the Department of Planning and Permitting at 650 South King Street, 7th Floor, 7:45 a.m. to 4:30 p.m., or online at www.honolulu.gov/tod/neighborhood-tod-plans/dpp-tod-east-kapolei

2. A BILL TO AMEND THE ‘EWA DEVELOPMENT PLAN (2013)

The purpose of this ordinance is to amend portions of the existing Development Plan (DP) for ‘Ewa, Article 3, Chapter 24, Appendix 24-3, Revised Ordinances of Honolulu 1990.

This development plan ordinance amends portions of the development plan for ‘Ewa to create greater consistency with the development guidelines for the East Kapolei Neighborhood Transit-Oriented Development Plan and to more accurately reflect current conditions. The amendment is consistent with the objectives and policies of the General Plan (1992, amended in 2002)

PUBLIC PARTICIPATION AND TESTIMONY

Pursuant to the Tenth Supplementary Proclamation issued by Governor David Ige
on July 17, 2020, and Mayor Kirk Caldwell’s Emergency Order 2020-22, issued on July 31, 2020, both relating to the COVID-19 Pandemic, public participation will be allowed as follows in an effort to protect public health.

Join in person: this option is available only to members of the public who are unable to attend the meeting via phone or Webex. Only persons wearing masks that cover the nose and mouth will be allowed in the Mission Memorial Conference Room. No more than ten people will be permitted in the Mission Memorial Conference Room at a time, and all people inside the Mission Memorial Conference Room must abide by social distancing guidelines and thus maintain six feet of distance between themselves and other people. No more than ten people will be permitted to wait outside the Mission Memorial Conference Room. Any person waiting outside the Mission Memorial Conference Room for a turn to testify must abide by social distancing guidelines and wear a mask that covers his or her nose and mouth. Mail written testimony: written testimony may be mailed to the Planning Commission at 650 South King Street, 7th Floor, Honolulu, Hawaii 96813; and must be received by 4:30pm on Tuesday, August 18, 2020.

Oral testimony via phone or Webex: To provide oral testimony during the online meeting via phone or Webex, you must register in advance by 4:30pm on Tuesday, August 18, 2020,, by emailing your name, phone number, and subject matter to info@honoluludpp.org

In-person oral testimony: in-person oral testimony will be available only to members of the public who are unable to attend the meeting via phone or Webex. Only persons wearing masks that cover the nose and mouth will be allowed in the Mission Memorial Conference Room. To reduce the risk of COVID-19 transmission, written testimony will not be accepted in person. Written testimony must be emailed, faxed, or mailed in advance, as explained above.
