TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2020-5 TO AMEND SCHEDULE I OF SECTION 15-6.2(a) ESTABLISHING TRAFFIC SIGNALS (CITY); SCHEDULE II OF SECTION 15-6.2(b) ESTABLISHING TRAFFIC SIGNALS ON FEDERAL-AID HIGHWAYS (STATE); SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXXIV OF SECTION 15-18.3(c) ESTABLISHING BICYCLE LANES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule I of Sec. 15-6.2(a) establishing traffic signals (City) by adding thereto the following items:
“California Ave-Rose St.”
“Holani St-Lanikuhana Ave/driveway to Mililani Town Center”
“Kuahelani Ave-Lanikuhana Ave (northern intersection)”
“Lanikuhana Ave-Meheula Parkway (northern intersection)”
“Lanikuhana Ave-Lanipaa St/driveway to Mililani Town Center”
b. By amending Schedule II of Sec. 15-6.2(b) establishing traffic signals on Federal-Aid Highways (State) by adding thereto the following items:
“Kamehameha Hwy-Luluku Rd.”
“Kamehameha Hwy-Waipio Uka St.”
c. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:
“Haiku Rd., from Kahekili Hwy. to Kamehameha Hwy.”
“Opo Pl., for its entire length.”
d. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns by adding thereto the following items:
“Coral St. No left turn from Coral St. into the Salt at Kakaako driveway, 691 Auahi St., fronting Coral St.”
“Lanikuhana Ave. No “U” turn from Lanikuhana Ave. at Holani St. in both directions.”
“Lanikuhana Ave. No “U” turn from Lanikuhana Ave. at Lanipaa St. in both directions.”
“Lanikuhana Ave. No “U” turn from Lanikuhana Ave. at Makaimoimo St. in both directions.”
e. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections by adding thereto the following items:
“Akia Pl-Lanikuhana Ave. Traffic on Akia Pl. shall stop before entering Lanikuhana Ave.”
“Aloiloi St-Kalanianaole Hwy. Traffic on Aloiloi St. shall stop before entering Kalanianaole Hwy.”
“Awiki St-Lanikuhana Ave. Traffic on Awiki St. shall stop before entering Lanikuhana Ave.”
“Holanialii St-Lanikuhana Ave. Traffic on Holanialii St. shall stop before entering Lanikuhana Ave.”
“Kaekae St-Lanikuhana Ave. Traffic on Kaekae St. shall stop before entering Lanikuhana Ave.”
“Kaukoe St-Lanikuhana Ave. Traffic on Kaukoe St. shall stop before entering Lanikuhana Ave.”
“Lanihuli St (northern leg)-Poohaili St. Traffic on Lanihuli St (northern leg) shall stop before entering Poohaili St.”
“Laupalai St-Lanikuhana Ave. Traffic on Laupalai St. shall stop before entering Lanikuhana Ave.”
“Mahinahou St-Lanikuhana Ave. Traffic on Mahinahou St. shall stop before entering Lanikuhana Ave.”
“Meheula Pkwy-Lanikuhana Ave (southern intersection). Traffic on Meheula Pkwy shall stop before entering Lanikuhana Ave.”
“Mele St-Waipio Uka St. Traffic on Mele St. shall stop before entering Waipio Uka St.”
“Nanilihilihi St-Waipio Uka St. Traffic on Nahilihilihi St. shall stop before entering Waipio Uka St.”
“Nape Pl-Lanikuhana Ave. Traffic on Nape Pl. shall stop before entering Lanikuhana Ave.”
“Opo Pl-Lanikuhana Ave. Traffic on Opo Pl. shall stop before entering Lanikuhana Ave.”
“Polinahe Pl-Waipio Uka St. Traffic on Polinahe Pl. shall stop before entering Waipio Uka St.”
“Ukee St-Waipio Uka St. Traffic on Ukee St. shall stop before entering Waipio Uka St.”
f. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
“Haiku Rd., southern side, distance 95′ easterly direction from the eastern curb prolongation of Kahekili Hwy.”
“Haiku Rd., southern side, distance 55′ westerly direction from the western curb prolongation of Emepela Pl.”
"Haumalu Pl., eastern side, distance 225′ northerly direction from a point 75′ north of the northern curb prolongation of California Ave., Monday and Thursday, until refuse is collected."
“Haumalu Pl., eastern side, distance 225′ northerly direction from a point 75′ north of the northern curb prolongation of California Ave.”
“Haumalu Pl., eastern side, distance 75′ northerly direction from the northern curb prolongation of California Ave.”
“Kalauokalani Wy., Koko Head side, distance 80′ makai direction from the makai curb prolongation of Makaloa St.”
“Kamau Pl., western side, distance 350′ northerly direction from the northern curb prolongation of Keaahala Rd.”
“Luluku Rd., southern side, distance 110′ westerly direction from the western curb prolongation of Kamehameha Hwy.”
“Makaa Pl., mauka side and including its turnaround area.”
“Makaa St., within its mauka turnaround area.”
“Puuhale Rd., Ewa side, distance 126′ makai direction from a point 4′ mauka of the mauka driveway of 210 Puuhale Rd.”
“Rooke Ave., Koko Head side, distance 40′ makai direction from the makai curb prolongation of Kauai St.”
2. By amending thereto the following item:
Harding Ave., both sides, between 16th Ave. and 21st Ave.; to read:
“Harding Ave., mauka side, between 16th Ave. and 21st Ave.”
3. By deleting therefrom the following items:
“Puuhale Rd., Koko Head side, distance 40′ mauka direction from point 75′ mauka of makai property line 207 Puuhale Rd.”
“Puuhale Rd., Ewa side, from a point 102′ mauka of the mauka curb prolongation of Homerule St. to Nimitz Hwy.”
“Kalauokalani Wy., Ewa side, distance 107′ makai direction from makai curb prolongation of Makaloa St.”
g. By amending Schedule XXIV of Sec. 15-15.1(d) establishing subsection (a) passenger loading zones by deleting therefrom the following item:
“Piikoi St., Ewa side, distance 44′ mauka direction from point 30′ mauka of mauka curb prolongation of Hassinger St., 6:30 to 8:00 a.m. and 2:00 to 5:00 p.m., school days only.”
h. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops by adding thereto the following item:
“Queen St., mauka side, between South St. and Mission Ln.”
i. By amending Schedule XXXIV of Sec. 15-18.3(c) establishing bicycle lanes by adding thereto the following items:
“Waipio Uka St., even-numbered side, between Ka Uka Blvd. and Meahale St.”
“Waipio Uka St., odd-numbered side, between Lelepua St. and Ka Uka Blvd.”
j. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls in the following particulars:
1. By adding thereto the following items:
“Kihapai St., 4 anti-speed humps from the northern curb prolongation of Wailepo Pl. along the centerline of Kihapai St. in the northerly direction.
No. 1. . . . . 360′
No. 2. . . . .1140′
No. 3. . . . .1980′
No. 4. . . . . 2550′.”
“Lanikuhana Ave. westbound traffic in the northern most lane must turn right at the Meheula Parkway/Hookelewaa St. intersection.”
“Waipio Uka St., east bound traffic in the southernmost lane must turn right at Lelepua St.”
2. By deleting therefrom the following item:
“Lanikuhana Ave., Wahiawa bound traffic in the makai most lane must turn left at the Meheula Parkway/Hookelewaa St. intersection.”
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
