PUBLIC HEARING NOTICE
Adoption of Title 19, Chapter 19
City and County of Honolulu Administrative Rules
Cultural Sites Program

Notice is hereby given of proposed rulemaking and public hearing by the Department of Parks and Recreation, City and County of Honolulu, to consider the adoption of proposed Title 19, Chapter 19, City and County of Honolulu Administrative Rules, governing the cultural sites program.

The Department of Parks and Recreation proposes to adopt new rules governing the cultural sites program. The proposed rules establish procedures for the identification and management of cultural sites; cultural sites program procedures; application process for designation of a cultural site; membership of the cultural sites program committee; application evaluation criteria; cultural site marker requirements; program records and inventory requirements; and costs, payment and refund requirements in connection with the designation of a cultural site.

The proposed new rules are summarized as follows:

§19-19-1 Purpose of the cultural sites program and corresponding rules.
§19-19-2 Rules shall govern cultural sites in public parks.
§19-19-3 Definitions.
§19-19-5 General purpose and scope of the cultural sites program.
§19-19-6 Permit application requirements and process.
§19-19-7 Cultural sites program committee membership.
§19-19-8 Process to designate a cultural site.
§19-19-9 Cultural sites program goals.
§19-19-10 Cultural site marker requirements.
§19-19-11 Cultural sites program records and inventory requirements.
§19-19-12 Costs for installation and maintenance of a cultural marker.
§19-19-13 Payment requirements for costs of cultural marker.
§19-19-14 Refund policy.

A public hearing will be held on July 15, 2020, in the Hearing Room of the Mission Memorial Building at 550 South King Street, Honolulu Hawaii 96813, starting at 2:00 p.m. and ending at 4:00 p.m.

All interested persons are urged to attend the public hearing and present data, views, or arguments in the time limit provided, for consideration by the Department of Parks and Recreation. Persons unable to attend or wishing to present additional comments may mail written testimony to the Department of Parks and Recreation, Executive Services Division, 1000 Uluohia Street, Suite 309, Kapolei, Hawaii 96707, no later than July 15, 2020.

A copy of the proposed rules to be adopted shall be mailed to any person who submits a written request to the above address and pays the required fee of $2.65 for the cost of duplicating the documents and postage. A complete set of the proposed rules is also available, free of charge, on the City’s internet web site: http://www.Honolulu.gov/parks/.
