NOTICE OF PUBLIC COMMENT
On Draft Substantial Amendment No. 4 to the
PY2018 Annual Action Plan
Pursuant to 24 CFR Part 91, the Hawaii Housing Finance and Development Corporation (HHFDC), Department of Business, Economic Development and Tourism, State of Hawaii, gives notice that a draft Substantial Amendment No. 4 to the Consolidated Plan Annual Action Plan (AAP) for program year July 1, 2018 – June 30, 2019 (PY2018) has been prepared. The HHFDC is making the document available for review and comment.
The purpose of the Consolidated Plan and the AAP is to ensure that jurisdictions receiving federal assistance plan for the housing and related needs of low- and moderate-income families in a way that improves the availability and affordability of decent, safe, and sanitary housing in suitable living environments. To receive funding under certain U. S. Department of Housing and Urban Development (HUD) programs, the State must have a housing strategy that has been approved by HUD.
The HHFDC administers HUD’s National Housing Trust Fund (HTF) program and gives notice of a draft Substantial Amendment No. 4 to its PY2018 AAP to identify and incorporate an eligible activity to be supported with PY2018 HTF funds. The County of Kauai, as HHFDC’s Subgrantee of HTF funds, intends to utilize HTF funds in the Pua Loke Affordable Housing Development project in Lihue. The Pua Loke project will consist of 54 total units, nine of which will be HTF-assisted and serve extremely low-income households with incomes at or below 30% AMI.
The draft Substantial Amendment No. 4 to the PY2018 AAP is available for public review on HHFDC’s website at http://hawaii.gov/dbedt/hhfdc. Due to health and safety concerns caused by COVID-19, state and county housing agencies, where draft amendments would normally be available for public viewing, are taking precautionary measures by closing their offices to the public. Interested persons are encouraged to view the draft amendment electronically on HHFDC’s website (http://hawaii.gov/dbedt/hhfdc). To allow an immediate use of HUD funds in communities affected by COVID-19, HHFDC is utilizing a HUD-authorized waiver to the 30-day public comment period, in favor of a five-day comment period. Interested persons are invited to provide written comments on draft Substantial Amendment No. 4 to HHFDC via email to hhfdc.consolidatedplan@hawaii.gov no later than June 10, 2020 at 4:00 p.m. All written comments received by the deadline will be considered in preparing the final amendment.
