The City and County of Honolulu (City) is proposing to amend its Final Consolidated Plan (July 1, 2015 – June 30, 2020) to receive a new allocation of Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) funds from the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funding from the U.S. Department of Housing and Urban Development (HUD), referred to hereafter as CDBG-CV, ESG-CV, and HOPWA-CV and make other miscellaneous technical and nonsubstantive amendments. Funding must be used to prevent, prepare for, and respond to the COVID-19 emergency.

To expedite the expenditure of CARES Act funds, HUD has waived the 30-day public comment requirement of 24 CFR 91.105(c)(2) and (k) and reduced the public comment period to five (5) days.
