CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT (CARES ACT)
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM AND
HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS/HIV (HOPWA) PROGRAM

Through the Coronavirus Aid, Relief and Economic Security Act (CARES Act) passed by the United States Congress on March 27, 2020 as Public Law 116-136, the City was awarded $4,872,982.00 in CDBG Funds, $2,429,569.00 in ESG Funds, and $95,143.00 in HOPWA Funds to be used to prevent, prepare for, and respond to Coronavirus, or to mitigate the impacts created by coronavirus. Pursuant to the City and County of Honolulu’s (City) Citizen Participation Plan, and in accordance with the U.S. Department of Housing and Urban Development (HUD) requirements regarding the City and County of Honolulu’s (City) Consolidated Plan, the City hereby provides a list of projects for inclusion in the Fiscal Year 2020 (Twenty-Fifth (25th) Year Action Plan).

CDBG funds will be used to provide three service vehicles to Waianae Coast Comprehensive Health Center to perform increased outreach, food security/distribution, and in-home pharmaceutical delivery, eligible under 24 CFR §570.201(e), and will meet the CDBG national objective described in 24 CFR §570.208(a)(1).

Project Description: Provision of grant funds for the rehabilitation of buildings and improvements, such as the acquisition and quick rehabilitation of a three story building located at 65 North Beretania Street in Honolulu to provide a Homeless Triage and CARES Station (HTCS) for COVID-19 response. CDBG funds will be used to provide public facilities and improvement, eligible under 24 CFR §570.201(c) Public facilities and improvements and will meet the CDBG national objective described in 24 CFR §570.208(a)(2)(i)(A).

Council for Native Hawaiian Advancement; Project Hoowaiwai
Project Description: Provision of grant funds through a coordinated CDFI Emergency Response Strategy to coordinate a consortium of established community development organizations to apply their existing lending services to assist individuals and businesses impacted by COVID-19, and provide technical assistance, grants, loans, and other financial assistance to establish, stabilize, and expand microenterprises that provide medical, food delivery, cleaning, and other services to support home health quarantine. CDBG funds will be used to provide assistance either through the recipient directly or through public and private organizations, agencies, and other subrecipients to facilitate economic development, eligible under 24 CFR §570.201(o), and will meet the CDBG national objective described in 24 CFR § 570.208(a)(2)(i)(D) – Limited Clientele Nature/Location and/or 570.208(a)(4) – Low/Moderate Income Jobs.
