REQUEST FOR PUBLIC COMMENTS ON DRAFT AIR PERMIT REGULATING THE EMISSIONS OF AIR POLLUTANTS (Docket No. 20-CA-PA-03) Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the following DRAFT PERMIT presently under review for: Temporary Covered Source Permit (CSP) No. 0673-01-CT Application No. 0673-04 for Permit Renewal and Minor Modification Pacific Concrete Cutting & Coring, Inc. (PCCC) Mobile Crushing and Screening Plants Located At: Various Temporary Sites, State of Hawaii Initial Location: PCCC Baseyard, Lihue, Kauai UTM: 4Q; 461,430 m E, 2,431,121 m N, (NAD-83) The DRAFT PERMIT is described as follows: The issuance of Temporary CSP No. 0673-01-CT will grant conditional approval for the continued operation of a 250 TPH Hartl mobile impact crusher and a 500 TPH Powerscreen mobile screen. The proposed modification consists of the addition of a 165 TPH Rubble Master mobile impact crusher. Water suppression will be used as necessary to minimize fugitive emissions from stone crushing and recycling operations. The impact crushers and screen are subject to 40 Code of Federal Regulations (CFR), Part 60, Subpart OOO, Standards of Performance for Nonmetallic Mineral Processing Plants. This permit, if issued, will supersede CSP No. 0673-01-CT, issued on December 30, 2014. The DOH may hold a public hearing if a hearing would aid in DOH’s decision. Interested persons may obtain copies of the administrative record or parts thereof at a copying cost of five (5) cents per page.
