PUBLIC HEARING NOTICE
Amendment and Compilation of Title 19, Chapter 14
City and County of Honolulu Administrative Rules,
Recreation Child Care Programs

Notice is hereby given of proposed rulemaking and public hearing by the Department of Parks and Recreation, City and County of Honolulu, to consider the adoption of proposed amendment and compilation of Title 19, Chapter 14, City and County of Honolulu Administrative Rules, governing recreation child care programs.

The Department of Parks and Recreation proposes to amend and compile its rules governing recreation child care programs. The proposed amendments revise the minimum age entrance requirements for recreation child care programs; removes registration and wait list priorities for full time applicants; establishes the deadline to submit registration fee waiver verifications; and identifies acceptable forms of payment. The rules were further amended to comply with the formatting requirements of the Hawaii Administrative Rules Drafting Manual, third edition.

The proposed amended rules are summarized as follows:

§19-14-2: Provides that the rules govern recreation child care programs for children between five and thirteen years and deletes any reference to minimum grade level.
§19-14-3: Amends the definitions for “child” or “children” to remove grade level.
§19-14-5: Establishes minimum age entrance requirements for recreation child care programs and deletes any reference to minimum grade level.
§19-14-12: Requires an applicant to provide an email address on the registration form.
§19-14-13: Deletes registration priority for applicants enrolled full-time in a recreation child care program.
§19-14-14 Deletes registration wait lists for full time and part-time applicants.
§19-14-27: Establishes the deadline for submittal of the letter or written verification supporting waiver of the registration fee.
§19-14-30: Identifies acceptable forms of payment for in-person and online registration.

A public hearing will be held on May 1, 2020, at the Auditorium of Makiki District Park at 1527 Ke’eaumoku St, Honolulu Hawaii 96813, starting at 2:00 p.m. and ending at 4:00 p.m.

All interested persons are urged to attend the public hearing and present data, views, or arguments in the time limit provided, for consideration by the Department of Parks and Recreation. Persons unable to attend or wishing to present additional comments may mail written testimony to the Department of Parks and Recreation, Executive Services Division, 1000 Uluohia Street, Suite 309, Kapolei, Hawaii 96707, no later than May 1, 2020.

A copy of the rules to be repealed and proposed rules shall be mailed to any person who submits a written request to the above address and pays the required fee of $3.65 for the cost of duplicating the documents and postage. A complete set of the current rules to be repealed and proposed rules is also available, free of charge, on the City’s internet web site: http://www. Honolulu.gov/parks/.
