TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2020-2 TO AMEND SCHEDULE II OF SECTION 15-6.2(b) ESTABLISHING TRAFFIC SIGNALS ON FEDERAL-AID HIGHWAYS (STATE); SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XIII OF SECTION 15-11.2(c) ESTABLISHING YIELD RIGHT-OF-WAY; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XVIII OF SECTION 15-13.9(a)(5) ESTABLISHING TOW ZONES–PM PEAK; SCHEDULE XIX OF SECTION 15-13.9(a)(6) ESTABLISHING TOW ZONES–AM/PM PEAKS; SCHEDULE XX OF SECTION 15-13.9(a)(7) ESTABLISHING TOW ZONES–24 HOURS; SCHEDULE XXI OF SECTION 15-13.9(a)(8) ESTABLISHING TOW ZONES–SPECIFIED TIMES; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIII OF SECTION 15-14.5(b) ESTABLISHING PROHIBITED LOADING/UNLOADING; SCHEDULE XXVII OF SECTION 15-17.1 ESTABLISHING CROSSWALKS; SCHEDULE XXX OF SECTION 15-22.1(a) ESTABLISHING PARKING METER ZONES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule II of Sec. 15-6.2(b) establishing traffic signals on Federal-Aid Highways (State) by adding thereto the following item:
“Fort Weaver Rd-Kaimalie St.”
b. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:
“Waiemi St., for its entire length (City-owned portion).”
“Waiilikahi St., for its entire length.”
“Waikoihi St., for its entire length.”
c. By amending Schedule XIII of Sec. 15-11.2(c) by adding thereto the following item:
“Kaiwawalo St-Waiemi St. Traffic on Waiemi St. shall yield the right-of-way to traffic in the roundabout and to north bound Kaiwawalo St. traffic entering the roundabout at the same time.”
d. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections in the following particulars:
1. By adding thereto the following items:
“Kahaone Lp-Waialua Beach Rd. Traffic on Kahaone Lp. shall stop before entering Waialua Beach Rd.”
“Waiaama St-Waiemi St. Traffic on Waiaama St. shall stop before entering Waiemi St.”
“Waiemi St-Waikapuna St. Traffic on Waiemi St. shall stop before entering Waikapuna St.”
“Waiilikahi St-Waiemi St. Traffic on Waiilikahi St. shall stop before entering Waiemi St.”
“Waikoihi St-Waiilikahi St. Traffic on Waikoihi St. shall stop before entering Waiikoihi St.”
2. By deleting therefrom the following item:
“Fort Weaver Rd-Kaimalie St. Traffic on Fort Weaver Rd. shall stop before entering Kaimalie St.”
e. By amending Schedule XVIII of Sec. 15-13.9(a)(5) establishing tow zones–PM Peak by amending thereto the following item:
Richards St., Koko Head side, from driveway of 707 Richards St. mauka direction to curb prolongation of Queen St.; to read:
“Richards St., Koko Head side, between Queen and Halekauwila Sts., except for portions covered under Schedules 20, 22, 23 and 26.”
f. By amending Schedule XIX of Sec. 15-13.9(a(6) establishing tow zones–AM/PM Peaks by deleting therefrom the following item:
“Merchant St., makai side, between Bishop St. and Alakea St.”
g. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones–24 hours in the following particulars:
1. By adding thereto the following items:
“Merchant St., mauka side, between Bishop and Alakea Sts.”
“Richards St., Ewa side, between S. Beretania and S. Hotel Sts.”
“Richards St., Ewa side, distance 300′ makai direction from the makai curb prolongation of S. Hotel St.”
“Richards St., Ewa side, between S. King and Queen Sts., except for portion covered under Schedule 17.”
“Richards St., Koko Head side, makai direction from the driveway of 707 Halekauwila St. to the mauka curb prolongation of Halekauwila St.”
“Richards St., Koko Head side, between S. Beretania and Queen Sts., except for portion covered under Schedule 26.”
2. By amending thereto the following items:
Merchant St., mauka side, for distance of 108′ fronting the Fort Street Mall; to read:
“Merchant St., mauka side, distance 108′ Koko Head direction from a point 285′ Koko Head of the Koko Head curb prolongation of Bethel St. (fronting Fort Street Mall).”
Merchant St., mauka side, between a point 105′ Ewa of the Ewa curb prolongation of Bishop St. and Alakea St.; to read:
“Merchant St., mauka side, distance 105′ Ewa direction from the Ewa curb prolongation of Bishop St.”
3. By deleting therefrom the following items:
“Merchant St., makai side, distance 25′ Koko Head direction from the Koko Head curb prolongation of Nuuanu Ave.”
“Richards St., Koko Head side, between Queen and Merchant Sts.”
“Richards St., Koko Head side, between Hotel and Beretania Sts.”
“Richards St., Koko Head side, distance 115′ makai direction from makai curb prolongation of Hotel St.”
“Richards St., Koko Head side, from driveway of Hasegawa Komuten Building, makai direction to curbline prolongation of Halekauwila St.”
h. By amending Schedule XXI of Sec. 15-13.9(a)(8) establishing tow zones–specified times by amending thereto the following item:
Merchant St., makai side, distance 48′ Koko Head direction from a point 25′ Koko Head of the Koko Head curb prolongation of Nuuanu Ave., 6:30 a.m. to 5:30 p.m. except Saturdays, Sundays and State holidays; to read:
“Merchant St., makai side, distance 73′ Koko Head direction from the Koko Head curb prolongation of Nuuanu Ave., 6:30 a.m. to 5:30 p.m. except Saturdays, Sundays and State holidays.”
i. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
“Henry St., Ewa side, distance 56′ makai direction from the makai curb prolongation of Rosebank St.”
“Henry St., Ewa side, distance 51′ mauka direction from the mauka curb prolongation of Rosebank St.”
“Kilauea Ave., mauka side, distance 85′ Ewa direction from the Ewa curb prolongation of 9th Ave.”
“Likini St., Koko Head side, distance approximately 265′ makai direction from a point approximately 78′ makai of the makai curb prolongation of Wanaka St.”
“Richards St., Koko Head side, distance approximately 65′ makai direction from the makai curb prolongation of Queen St.”
“Waiemi St., northern side, between Waiilikahi and Kamakana Sts. (City-owned portion).”
“Waiemi St., northern side, between Waiinu and Kaiwawalo Sts.”
“Waiemi St., northern side, distance 120′ easterly direction from the eastern curb prolongation of Waiilikahi St.”

j. By amending Schedule XXIII of Sec. 15-14.5(b) establishing prohibited parking loading and unloading by amending thereto the following items:
Merchant St., mauka side, for a distance of 108′ fronting Fort Street Mall; to read:
“Merchant St., mauka side, distance 108′ Koko Head direction from a point 285′ Koko Head of the Koko Head curb prolongation of Bethel St. (fronting Fort Street Mall).”
Merchant St., mauka side, between a point 105′ Ewa of the Ewa curb prolongation of Bishop St. and Alakea St.; to read:
“Merchant St., mauka side, distance 105′ Ewa direction from the Ewa curb prolongation of Bishop St.”
Richards St., Koko Head side, from the driveway of Hasegawa Komuten Building, makai direction to curb prolongation of Halekauwila St., to read:
“Richards St., Koko Head side, makai direction from the driveway of 707 Halekauwila St. to the mauka curb prolongation of Halekauwila St.”
k. By amending Schedule XXVII of Sec. 15-17.1 establishing crosswalks (mid-block) by adding thereto the following item:
“Waiemi St., 10′ wide, 250′ east of the eastern curb prolongation of Waiaama St.”
l. By amending Schedule XXX of Sec. 15-22.1(a) establishing parking meter zones by adding thereto the following items:
“Richards St., both sides, between S. Hotel and S. King Sts.”
“Richards St., both sides, between Queen and Halekauwila Sts.”
“Richards St., Ewa side, between Merchant and Queen Sts.”
m. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls in the following particulars:
1. By adding thereto the following items:
“Alawiki St. Bridge, between Hui Ulili St. and Ehehene Wy., shall have emergency vehicle weight limits as: Single Axle 16 tons, Tandem, 28 tons, Gross 39 tons.”
"Kamehameha Hwy. Bridge, between Lokoea Pl. and Haleiwa Rd., shall have a weight limit of 25 tons and emergency vehicle weight limits as: Single Axle 17 tons, Tandem 20 tons, Gross 27 tons.”
“Keolu Dr. Bridge, between Kupau and Hele Sts., shall have emergency vehicle weight limits as: Single Axle 17 tons, Tandem 21 tons, Gross 29 tons.”
“Moanalua Rd. Bridge, between Laulima St. and Aiea Hts. Dr., shall have emergency vehicle weight limits as: Single Axle 16 tons, Tandem 30 tons, Gross 41 tons.”
2. By amending thereto the following items:
Farrington Hwy. Bridge, between Kualakai Pkwy. and Old Fort Weaver Rd. (western intersection), shall have a weight limit of 18 tons; to read:
“Farrington Hwy. Bridge, between Kualakai Pkwy. and Old Fort Weaver Rd. (western intersection), shall have a weight limit of 18 tons and emergency vehicle weight limits as: Single Axle 16 tons, Tandem 20 tons, Gross 28 tons.”
Farrington Hwy. Bridge, between Kowelo Ave. and University of Hawaii West Oahu Access Rd., shall have a weight limit of 18 tons; to read:
“Farrington Hwy. Bridge, between Kowelo Ave. and University of Hawaii West Oahu Access Rd., shall have a weight limit of 18 tons and emergency vehicle weight limits as: Single Axle 9 tons, Tandem 18 tons.”
Hauula Homestead Rd. Bridge, between Maakua Rd. and Kukuna Rd., shall have a weight limit of 24 tons; to read:
“Hauula Homestead Rd. Bridge, between Maakua Rd. and Kukuna Rd., shall have a weight limit of 24 tons and emergency vehicle weight limits as: Single Axle 12 tons, Tandem 17 tons, Gross 21 tons.”
Maliona St. Bridge, between Farrington Hwy. and Kulaaupuni St., shall have a weight limit of 19 tons; to read:
“Maliona St. Bridge, between Farrington Hwy. and Kulaaupuni St., shall have a weight limit of 19 tons and emergency vehicle weight limits as: Single Axle 12 tons, Tandem 12 tons, Gross 17 tons.”
Wainihi St. Bridge, between Kipapa Dr. and Waimakua Dr., shall have a weight limit of 26 tons; to read:
“Wainihi St. Bridge, between Kipapa Dr. and Waimakua Dr., shall have a weight limit of 26 tons and emergency vehicle weight limits as: Single Axle 16 tons, Tandem 21 tons, Gross 29 tons.”
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
