TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2020-1 TO AMEND SCHEDULE I OF SECTION 15-6.2(a) ESTABLISHING TRAFFIC SIGNALS (CITY); SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XII OF SECTION 15-10.1(b) ESTABLSHING ONE-WAY STREETS; SCHEDULE XIII OF SECTION 15-11.2(c) ESTABLSHING YIELD RIGHT-OF-WAY; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XIX OF SECTION 15-13.9(a)(6) ESTABLISHING TOW ZONES–AM/PM PEAKS; SCHEDULE XX OF SECTION 15-13.9(a)(7) ESTABLISHING TOW ZONES–24 HOURS; SCHEDULE XXI OF SECTION 15-13.9(a)(8) ESTABLISHING TOW ZONES–SPECIFIED TIMES; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIII OF SECTION 15-14.5(b) ESTABLISHING PROHIBITED LOADING/UNLOADING; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVII OF SECTION 15-17.1 ESTABLISHING CROSSWALKS; SCHEDULE XXXII OF SECTION 15-6.7(c) ESTABLISHING TWO-WAY LEFT TURN LANES; SCHEDULE XXXIV OF SECTION 15-18.3(c) ESTABLISHING BICYCLE LANES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule I of Sec. 15-6.2(a) establishing traffic signals (City) by adding thereto the following items:
“Haukapila Rd (private)-Pali Momi St.”
“Kapolei Pkwy-Kolowaka Dr.
“Kapolei Pkwy-Renton Rd.”
“Pali Momi St-Pali Momi St/Pearlridge Center’s makai most driveway.”
b. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph in the following particulars:
1. By adding thereto the following items:
“N. Kainalu Dr., for its entire length.”
“Old Fort Weaver Rd., for its entire length.”
2. By deleting therefrom the following item:
“Fort Weaver Rd., from Farrington Hwy. to Kahua Ranch Rd. (Old Depot Rd.) including Fort Weaver Spur.”
c. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns in the following particulars:
1. By adding thereto the following items:
“Iwilei Rd. No left turn from N. King St. into Iwilei Rd. in the mauka direction except City buses.”
“Kapolei Pkwy. No “U” turn from Kapolei Pkwy. at Kolowaka Dr. in both directions.”
“Kapolei Pkwy. No “U” turn from Kapolei Pkwy. at Renton Rd. in both directions.”
2. By amending thereto the following item:
Kamehameha Hwy. No left turn from Kamehameha Hwy. at Keole St. in the mauka direction; to read:
“Kamehameha Hwy. No ‘U’ turn from Kamehameha Hwy. at Keole St. from north bound to south bound direction, large trucks and buses only.”
3. By deleting therefrom the following items:
“Iwilei Rd. No ‘U’ turn, Koko Head side, distance 841′ mauka direction from the mauka curb prolongation of Pacific St.”
“Iwilei Rd. No left turn from Iwilei Rd. into the makai driveway of K-Mart.”
“Iwilei Rd. No ‘U’ turn, Ewa side, distance 383′ makai direction from the makai curb prolongation of Sumner St.”
d. By amending Schedule XII of Sec. 15-10.1(b) establishing one-way streets by adding thereto the following items:
“Pali Momi St., makai direction, Koko Head leg, from the makai most driveway of Pearlridge Center to Kamehameha Hwy.”
“Pali Momi St., mauka direction, Ewa leg, from Kamehameha Hwy. to the makai most driveway of Pearlridge Center.”
e. By amending Schedule XIII of Sec. 15-11.2(c) establishing yield right-of-way by adding thereto the following item:
“Haukapila Rd (private)-Pali Momi St. Traffic on Haukapila Rd. turning right into Pali Momi St. shall yield the right-of-way to traffic on Pali Momi St.”
f. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections in the following particulars:
1. By adding thereto the following items:
“Cypress Ave-California Ave. Traffic on Cypress Ave. shall stop before entering California Ave.”
“Hoohiki Pl-Noelani St. Traffic on Hoohiki Pl. shall stop before entering Noelani St.”
“Ilima St-California Ave. Traffic on Ilima St. shall stop before entering California Ave.”
“Kaliponi St-California Ave. Traffic on Kaliponi St. shall stop before entering California Ave.”
“Kukui St-California Ave. Traffic on Kukui St. shall stop before entering California Ave.”
“Launahele St-Kapolei Pkwy. Traffic on Launahele St. shall stop before entering Kapolei Pkwy.”
“Old Fort Weaver Rd (northern approach)-Old Fort Weaver Rd. Traffic on Old Fort Weaver Rd (northern approach) shall stop before entering Old Fort Weaver Rd.”
“Old Fort Weaver Rd (southern approach)-Old Fort Weaver Rd. Traffic on Old Fort Weaver Rd (southern approach) shall stop before entering Old Fort Weaver Rd.”
“Old Fort Weaver Rd (western approach)-Old Fort Weaver Rd. Traffic on Old Fort Weaver Rd (western approach) shall stop before entering Old Fort Weaver Rd.”
2. By deleting therefrom the following items:
“Fort Weaver Rd (Waianae branch stop before main branch Fort Weaver Rd)-Fort Weaver Rd. Traffic on Fort Weaver Rd (Waianae branch stop before main branch Fort Weaver Rd.) shall stop before entering Fort Weaver Rd.”

“Kapolei Pkwy-Kokowaka Dr. Traffic on Kolowaka Dr. shall stop before entering Kapolei Pkwy.”
“Kapolei Pkwy-Renton Rd. Traffic on Kapolei Pkwy. shall stop before entering Renton Rd.”
g. By amending Schedule XIX of Sec. 15-13.9(a)(6) establishing tow zones–AM/PM Peaks by deleting therefrom the following item:
“Iwilei Rd., Koko Head side, between Nimitz Hwy. and King St.”
h. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones–24 hours in the following particulars:
1. By adding thereto the following item:
“Iwilei Rd., mauka side, distance 165′ Koko Head direction from a point 395′ Koko Head of the Koko Head curb prolongation of Pacific St.”
2. By amending thereto the following item:
Kapuni St., Ewa side, distance 42′ makai direction from makai curb prolongation of Cleghorn St.; to read:
“Kapuni St., Ewa side, distance 76′ makai direction from the makai curb prolongation of Cleghorn St.”
3. By deleting therefrom the following items:
“Iwilei Rd., Koko Head side, distance 543′ makai direction from the makai curb prolongation of Sumner St.”
“Iwilei Rd., Ewa side, between Kuwili and Sumner Sts.”
“Iwilei Rd., Ewa side, between Sumner and Pacific Sts.”
i. By amending Schedule XXI of Sec. 15-13.9(a)(8) establishing tow zones–specified times by deleting therefrom the following item:
“Iwilei Rd., makai side, between Sumner and Kuwili Sts., 12:00 midnight to 5:00 a.m. daily.”
j. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
“Alaloa St., western side, distance 55′ southerly direction from a point 280′ south of the southern curb prolongation of Haiku Rd.”
“California Ave., northern side, distance 145′ westerly direction from a point 130′ east of the eastern curb prolongation of Cypress Ave.”
“Campbell Ave., Ewa side, distance 141′ makai direction from the makai curb prolongation of Monsarrat Ave.”
“Kapolei Pkwy., both sides, between Geiger Rd. and Puhikani St., except for portions covered under Schedule 25.”
“Kukui St. (Wahiawa), western side, distance 120′ northerly direction from the northern curb prolongation of California Ave.”
“Lelewalo St., within its northern and southern turnaround areas.”
“Waieli St., Koko Head side, distance 84′ makai direction from the makai curb prolongation of Kalanianaole Hwy.”
2. By amending thereto the following items:
Hoohiki Pl., Wahiawa side, for entire length; to read:
“Hoohiki Pl., Wahiawa side, for its entire length and including its turnaround area.”
Hoohiki Pl., Koko Head side, beginning from the Koko Head curb prolongation of Noelani St. and extending for distance 110′ makai direction; to read:
“Hoohiki Pl., Koko Head side, distance approximately 110′ makai direction from the makai curb prolongation of Noelani St.”
Kapolei Pkwy., both sides, from the Oahu Railway Land’s right-of-way to Kahiuka St.; to read:
“Kapolei Pkwy., both sides, between Renton Rd. and Kahiuka St., except for portions covered under Schedule 25.”
3. By deleting therefrom the following items:
“Hoohiki Pl., Koko Head side, from Koko Head curb prolongation of Noelani St. and extending for distance 110′ mauka direction.”
“Iwilei Rd., Ewa side, between N. King and Sumner Sts.”
“Iwilei Rd., Koko Head side, for entire length from Nimitz Hwy. to King St.”
“Iwilei Rd., Koko Head side, from Pacific St. to a point 543′ makai of the makai curb prolongation of Sumner St.”
“Iwilei Rd., makai side, between Kuwili St. and Nimitz Hwy.”
k. By amending Schedule XXIII of Sec. 15-14.5(b) establishing prohibited parking loading and unloading by deleting therefrom the following items:
“Iwilei Rd., Ewa side, distance 870′ makai direction from the makai curb prolongation of Sumner St.”
“Iwilei Rd., makai side, between Sumner and Kuwili Sts., 12:00 midnght to 5:00 a.m. daily.”
l. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops in the following particulars:
1. By adding thereto the following items:
“Alaloa St., western side, distance 135′ southerly direction from a point 105′ south of the southern curb prolongation of Haiku Rd.”
“Alaloa St. eastern side, distance 150′ northerly direction from a point 195′ south of the southern curb prolongation of Haiku Rd.”
2. By deleting therefrom the following items:
“North Rd., makai side, distance 100′ Honolulu direction from the Waianae property line of the Ewa Beach Community Park.”
“North Rd., makai side, distance 150′ Waianae direction from a point 78′ Waianae of the Waianae curb prolongation of the driveway (Honolulu side) to the Ewa Beach Community Park.”
m. By amending Schedule XXVII of Sec. 15-17.1 establishing crosswalks (mid-block) in the following particulars:
1. By adding thereto the following items:
“Old Fort Weaver Rd., 10′ wide, vicinity of 91-2072 Old Fort Weaver Rd.”
“Old Fort Weaver Rd., 10′ wide, vicinity of 91-2172 Old Fort Weaver Rd.”
2. By amending thereto the following item:
Iwilei Rd., 12″ wide, from point 400′ mauka of mauka curb prolongation Pacific St.; to read:
“Iwilei Rd., 12′ wide, from a point approximately 435′ Koko Head of the Koko Head curb prolongation of Pacific St.”
3. By deleting therefrom the following items:
“Fort Weaver Rd., fronting Nitani Store, #91-2172.”
“Fort Weaver Rd., fronting Nishimura Store, #91-2116.”
“Fort Weaver Rd., fronting #91-2074.”
“Fort Weaver Rd., corner #91-2026 Honouliuli Shokai.”
“Fort Weaver Rd., 15′ makai of access road to plantation village opposite Ewa Plantation Hospital.”
n. By amending Schedule XXXII of Sec. 15-6.7(c) establishing two-way left turn lanes by adding thereto the following item:
“Iwilei Rd., between Kuwili St. and Nimitz Hwy.”
o. By amending Schedule XXXIV of Sec. 15-18.3(c) establishing bicycle lanes by adding thereto the following item:
“Iwilei Rd., both sides, between N. King and Pacific Sts.”
p. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls in the following particulars:
1. By adding thereto the following items:
“Diamond Head Rd. Bridge, between Poni Moi Rd. and Kahala Ave., shall have a weight limit of 32 tons and emergency vehicle weight limits as: Single Axle 16 tons, Tandem 22 tons, Gross 30 tons.”
“Geiger Rd., west bound traffic in the northern most lane must turn right at Kapolei Pkwy.”
“Kalihi St. Bridge, between Monte St. and Palanehe Pl. shall have emergency vehicle weight limits as: Single Axle 16 tons, Tandem 25 tons, Gross 35 tons.”
“Kalihi St. Bridge, between Kalaeapaa Dr. and Kuapapa Pl., shall have emergency vehicle weight limits as: Single Axle 16 tons, Tandem 30 tons, Gross 41 tons.”
“Kapolei Pkwy., north bound traffic in the eastern most lane must turn right at Geiger Rd.”
“Kapolei Pkwy., south bound traffic in the western most lane must turn right at Geiger Rd.”
“Kolowaka Dr., north bound traffic in the eastern most lane must turn right at Kapolei Pkwy.”
“Kolowaka Dr., south bound traffic in the western most lane must turn right at Kapolei Pkwy.”
“Kukui St. (Wahiawa), south bound traffic in the western most lane must turn right at California Ave,”
“Kukui St. (Wahiawa), south bound traffic in the eastern most lane must turn left at California Ave.”
“Launahele St., west bound traffic in the northern most lane must turn right at Kapolei Pkwy.”
“Nalanieha St. Bridge, between Piliwai and Kalihi Sts., shall have emergency vehicle weight limits as: Single Axle 16 tons, Tandem 20 tons Gross 28 tons.”
“Numana Rd. Bridge, between Valley View Dr. and Kalihi St. Shall have emergency vehicle weight limits as: Single Axle 9 tons, Tandem 16 tons, Gross 16 tons.”
“Pali Momi St., makai bound traffic in the center and left lanes must turn left at the Koko Head leg on Pali Momi St.”
“Pali Momi St., makai bound traffic in the Ewa most lane must turn right at the Pearlridge Center’s makai most driveway.”
“Pali Momi St., makai bound traffic in the Ewa most lane must turn right at Haukapila Rd.”
“Pali Momi St., mauka bound traffic in the Ewa most lane must turn left at the Pearlridge Center’s makai most driveway.”
“Pali Momi St., mauka bound traffic in the Koko Head most lane must turn right at Moanalua Rd.”
“Renton Rd., south bound traffic in the western most lane must turn right at Kapolei Pkwy.”
2. By amending thereto the following items:
Aliikoa St., from Ainakoa Ave. to its Ewa terminus, the roadway shall have a weight limit of 20 tons; to read:
“Aliikoa St. Bridge, between Ainakoa Ave. and its Ewa terminus, shall have a weight limit of 30 tons and emergency vehicle weights as: Single Axle 16 tons, Tandem 25 tons, Gross 34 tons.”
Kahala Ave. Bridge, between Kealaolu Ave. and the Waialae Country Club, shall have a weight limit of 33 tons; to read:
“Kahala Ave. Bridge, between Kealaolu Ave. and the Waialae Country Club, shall have a weight limit of 33 tons and emergency vehicle weights as: Single Axle 16 tons, Tandem 27 tons, Gross 37 tons.”
Kahala Ave. Bridge, between Koloa and Pueo Sts., shall have a weight limit of 24 tons; to read:
“Kahala Ave. Bridge, between Koloa and Pueo Sts., shall have a weight limit of 24 tons and emergency vehicle weights as: Single Axle 16 tons, Tandem 21 tons, Gross 29 tons.”
Malia St. Bridge, between Kilauea Ave. and Hoakoa Pl. shall have a weight limit of 21 tons; to read:
“Malia St. Bridge, between Kilauea Ave. and Hoakoa Pl. shall have a weight limit of 21 tons and emergency vehicle weights as: Single Axle 16 tons, Tandem 22 tons, Gross 30 tons.”
3. By deleting therefrom the following item:
“Kolowaka Dr., Kalaeloa bound traffic in the makai most lane must turn left at Kapolei Pkwy.”
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
