NOTICE OF PUBLIC HEARING ON
CHANGES TO HAWAII ADMINISTRATIVE RULES (HAR),
TITLE 11, CHAPTER 20,
“RULES RELATING TO PUBLIC WATER SYSTEMS”
STATE DEPARTMENT OF HEALTH

DOCKET NO. R11-20-11-19

The Department of Health (DOH) will hold a public hearing on proposed changes to Hawaii Administrative Rules (HAR), Chapter 11-20, Rules Relating to Public Water Systems. The proposed significant changes are summarized as follows:
1. This Chapter’s reference to the definition of “Code of Federal Regulations” is updated to the July 1, 2015 version;
2. HAR 11-20-9
Microbiological contaminant sampling and analytical requirements is repealed;
3. HAR 11-20-9.1(e)(2)(C) relating to the timing of issuing a boil water notice for an
E. coli positive result has been extended from 24 hours to 30 hours;
4. HAR 11-20-12(e) corrects an incorrect CFR reference, and updates a fact sheet for the State-regulated contaminant 1,2,3-Trichloropropane (TCP); and
5. Various typographical corrections to the following:

The public hearing will be held on Tuesday, December 17, 2019 at 10:00 a.m. (HST), in Red Conference Room 141 of 2385 Waimano Home Road, Uluakupu Building 4, Pearl City, Oahu, Hawaii. Persons desiring to speak are asked to submit two (2) copies of their statement before or at the hearing. Written statements will also be accepted until 4:15 p.m. (HST) on December 18, 2019 at the Safe Drinking Water Branch (SDWB) Oahu address noted below.
Copies of the proposed rules and documents explaining the proposed changes are available for review online at
http://health.hawaii.gov/sdwb/public-notices/ or Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m. (HST), at 2385 Waimano Home Rd., Suite 110, Uluakupu Bldg. 4, Pearl City, Hawaii 96782.
