NOTICE OF PUBLIC HEARING
DEPARTMENT OF HEALTH
STATE OF HAWAII
Pursuant to Hawaii Revised Statutes (HRS), Section 342B-13, and in accordance with Title 40 of the Code of Federal Regulations (40 CFR) Section 51.102, the Hawaii Department of Health (DOH) will accept written comments and hold a public hearing on Hawaii’s draft Infrastructure State Implementation Plan (SIP) submittal to address the National Ambient Air Quality Standards (NAAQS) for 2015 ozone. The proposed SIP amendment addresses Clean Air Act (CAA) Section 110(a)(2)(D)(i)(I) which prohibits interstate pollutant transport that would contribute significantly to nonattainment in, or interfere with maintenance by, any other state.
CAA Sections 110(a)(1) and (2) require that within three years of the promulgation of a new or revised NAAQS, a state must update its SIP to show that it has the authority and programs necessary to implement, maintain, and enforce the standard. The NAAQS for ozone was effective December 28, 2015.
DOH is seeking public comments on the contents of the proposed Infrastructure SIP submittal. A copy of the proposed Infrastructure SIP submittal and related materials may be reviewed at the following offices between 7:45 a.m. and 4:15 p.m., Monday through Friday, except for State holidays:
